Public Hearing, Comprehensive Plan
PREVIOUS PLANNING COMMISSION ACTION: In 2008 the Planning Commission updated the
Comprehensive Plan, reviewing the future land use maps.
PREVIOUS CITY COUNCIL ACTION: The City Council in joint session with the EDA considered a request
for funding assistance for the potential development of a fast food business located at 118 —15L Avenue
NW. The assistance approved by the Council was to help offset some costs for asbestos abatement.
BACKGROUND INFORMATION: Due to the timing of the project, staff requested the City Council initiate
the process to amend the comprehensive plan to allow for B2 Highway Business at the aforementioned
property. The rezoning was needed to allow for a drive thru facility. The comprehensive plan has this
property guided for B1, General Business. In reviewing the land use maps, the property on the east side
of College Avenue allows for Highway Business using Birch Street as a southern boundary. Therefore it
would be consistent with the overall comprehensive Plan.
Since the development of the Coborn's PUD, the City as received a request to consider changing the
future land use plan for property south of Elm Street and east of CR 133 to allow for B2 Highway
Business. The current land use map illustrates the area as guided for Industrial.
Amending the Comprehensive Plan will not change the current zoning map or leave existing properties
as non conforming. Rather, this allow a property owner flexibility in how the property is developed.

REQUESTED PLANNING COMMISSION ACTION: Recommend the City Council amend the future land
use map for Planning District 5 to allow for B2, Highway Business for properties north of Birch Street
between College Avenue and 2nd Avenue NW and to amend the future land use map for planning district
11 to allow for B2 Highway Business for property abutting CR 133 west of CR 133 and north of Elm
Street.

Public Hearing
The St. Joseph Planning Commission shall conduct a public hearing on Monday, May
2, 2011 at 7:00 PM in the St. Joseph City Council Chambers. The purpose of the
public hearing is to consider amending the future land use map for Planning Districts
Administrator 5 and 11. The proposed amendment to Planning District 5 would allow Highway
Judy Weyrens Business on the northern first tier lots and the amendment to Planningq District 11
would allow for Highway Business on lots east of CR 133, west of 151 Avenue NE.
Mayor All persons wishing to speak will be heard and oral testimony will be limited to five (5)
Rick Schultz minutes. Anyone wishing to present written testimony may do so by submitting
testimony to the City Administrator, City of St. Joseph, PO Box 668, St. Joseph MN
