MEETING DATE: May 3rd, 2011 AGENDA ITEM: Fire Pumper BACKGROUND INFORMATION: At our Fire Board Meeting, I asked the board to consider looking at replacing our 1995 pumper. The board said that they would like to see some numbers of what it would cost now and what it would cost in two yeas. They also requested some numbers on what our pumper is worth now vs. what it may be worth in two years. The truck committee was able to go out and look at surrounding area trucks to get some ideas and then we met with Steve Harris from Rosen baue r/Ge neral to get a proposal truck done. Based on the notes you sent me I started with the Oakdale specifications because that seemed to be the closest and incorporated the changes and equipment noted on the sheet you sent me. I have also included the 20" raised roof on the chassis and the 380 hp engine as we discussed. I also changed the back end of the truck to be enclosed behind a roll up door similar to St Cloud as requested. I speed out the large 9000 watt light tower and upgraded the generator to a 15KW based on the large light tower. I also added the hydraulic ladder rack which will allow for the storage of the hard suction hose through the tank in the rear of the truck and upgraded to 1000 gallon water tank. The Oakdale truck was loaded with options and came in around 488K at bid time which most items are still in the specs so there is most certainly room to down grade the truck if necessary. That truck included equipment mounting, but most of the equipment itself was being supplied by the FD. You will see in the specs I have also incorporated all the loose equipment you had noted including the Dragger air packs. At"this point I do not have pricing on the packs because there are so many options affiliated with them without knowing exactly what you want. I have also NOT included a cutter or spreader etc. again not knowing what you want. I have included TNT 10,500 psi rescue tool power. unit, hoses, reels etc. Should be similar in price to other brands depending on your brand preference. I am assuming for budget purposes you know the estimated price of the complete air packs you guys use so you can add that to the estimate I am giving you. The truck as spec'd with the equipment including the hydraulic dual tool- power unit and a $6,000 equipment mounting allowance is confidentially about 51 OK. The equipment that is included along with the tool mounting allowance is about 35K in itself, so taking that out would bring you into the 470 - 475K range. Again, this track is an awesomely speed out piece of equipment much more so than St Cloud and as I told you when we met, typically we are extremely competitive when a truck is customized like this. The more options on the truck usually the better we do against the competition. I am very confident in the competitiveness of this price based on everything in the specs. St Cloud had manual valves, no light tower, no equipment, smaller generator etc etc. I will have a blueprint to you, possibly before your meeting next week but no guarantees. I will forward it to you as soon as I get it, Please keep the price as confidential as you can and go through the specs and drawing item by item marking up items you may not want and also anything else you think you would like to add. When you are done reviewing them we should get together one more time and then I can come back and fine tune the specs so they are prepared for bidding purposes. I was given a firm purchase price of 40K for your used truck from a couple of different brokers who also have told me that that will drop into the 15-20k range in the next two years so it may certainly be a prime time to get rid of it if you guys are not looking to keep it. There is certainly a chance that you could get more for it selling it outright but you may also end up sitting on it for a year or more before you find the right customer looking for a 16-17 year old truck. A new truck typically goes up about 3.5% to 4% per year. There is a new NFPA standard coming in 2013 and also a new federally mandated emission standard coming then also. The increases that come along with these are yet to be determined but it will certainly add to the 3.5% to 4% cost in 2013. At the very least I would recommend contracting the truck prior to Jan 1, 2013. Hope this helps. 1 am anxious to hear what you think of the drawing. Keep me posted. . Steven A.
