Backgroundd:
On May 2, 22011 the Easst Central Regional Econoomic Developpment Centerr (Region 7E)) took
over manageement/oversigght of the Coomprehensivee Economic Developmentt Strategy (CCEDS)
effort that waas being unddertaken by tthe St. Cloudd Area Econoomic Developpment Partneership
prior to the dissolution of tthe Partnershhip.
I’ve spoken with Mr. Jorrdan Zeller ffrom 7E whoo is responsible for overrseeing the CCEDS
Contract regaarding next stteps in establishing federaal eligibility staatus. Zeller reeports:

1.A meeting is schheduled for tthe week of May 9 to cconsult with
(Federal EDA RRegional Representative) to initiate and revieww the processs of
estabblishing a federal EDA disttrict for the quuad-county arrea.
2. Nextt a meeting wwith the Interim 7W CEDSS Board (list attached) will be conveneed on
Junee 2, 2011 in FFoley to deteermine the timmeline for esttablishment oof the federall EDA
distriict.
3. Oncee a district is in place the 7W Board (eeither interim or permanennt) will decidee what
projeects included in the CEDSS listings (St. Joseph has three) will bee pursued – if they
willbbe prioritized for regional iimportance oor if a project is ready to ggo if that will
move
first.
Following aree St. Joseph pprojects identtified within thhe CEDS:
Project 1:
Extensiooo new minor aarterial (CSAHH 2 to CSAH 3). Descriptioon: Stearns
n of utilities t
County iss constructingg a new minor arterial roaddway segmennt in the City oof St. Joseph. The
segmentt will open areeas adjacent tto Interstate 994 for commeercial and induustrial
developmment. Propertty owners are willing particcipants in deveelopment. Utiility installatioon
would bee repaid over time as development occuurs. Estimatedd Project Inveestment: $3 mmillion.
ProjectRReadiness (lisst year of plannned start datte): 2011 to 20012
Project22:
Construcction of .5 milee Collector Sttreet. Descripption: Extensioon of collector roadway froom
existingssegment of rooad to areas aadjacent to neew CSAH 2 aand Interstate 94 and guideed for
commerccial and indusstrial developmment. Estimatted Project Innvestment: $5500,000. Projeect
Readinesss (list year oof planned staart date): 20111 or 2012.

Project 3:
Extension of utilities to Parkway Business Center. Description: Extension of
water/sewer/storm sewer and roadways to 52 acre Business Park that is pre-platted and
bank owned. Estimated Project Investment: 2.5 million. Project Readiness (list year of
planned start date): Immediate.

I emailed Zeller again today (May 18) to gather more information regarding applying for funds,
specifically:
1. If we have a project that was listed in the CEDS in St. Joseph that we'd like to move
forward with if federal EDA $'s is available. What is/are the process/steps needed to
apply for funding?
2. Who completes the application?
3. How do we determine what $'s may be available
Action:
Additional information should be available at the EDA meeting. The EDA may wish to discuss
whether or not to pursue grant funds immediately.
