Members Absent; None Meeting Called to Order, 7: 01 pm Approval of Minutes; Motion to Approve — Chad, Second by Marguerite - Approved! Approval ofAQenda; Motion to Approve — Lonnie, Second by Marguerite - Approved! Treasurers Report; Motion to Approve — Marguerite, Second by Chad - Approved! Liaison Reports; • Bob Loso — a. Construction of bathrooms at Klinefelter Park was discussed. The plans and bids were obtained and completed in 2005 with a price of $64,000. New bids would need to be obtained. • Terry Thene — a. A handicap ports. -potty was placed in Klinefelter Park and another porta -potty will be placed in Northland Park. b. Two tree planting projects were completed. The first of two phases of tree planting in Klinefelter Park was completed by Students in Free Enterprise (SIFE) and others from the College of Saint Benedict and Saint John's University. The Northland Park tree planting was completed by Aidan McCarty who needed to develop and complete a project in order to obtain his Eagle Scout status. Old Business; a. Winter Trail Clearing Policy — Tabled until the next meeting. b. Website Development — Information and photos are still being gathered. New Business; a. Consideration of Funding for Pedestrian Trail (CSAH 2) — The board viewed the overhead picture. Yellow color signifies trail is on the road shoulder along Minnesota St. west to the city limits. Blue is a grade separated trail that runs alongside CSAH 2 from the new CSAH 3 junction south to the Hwy. 51 turnoff. The cost estimate of this section of trail (Blue) is not included on the financial handout given to board members. Red is grade a separated trail that runs along CSAH 2 from the city limits west to the intersection with the new CSAH 3 extension north to the Lake Wobegon Trail and includes a 3 -box culvert that crosses over the river and these are included in the plans along with costs. There is also a need for a pedestrian bridge crossing over the river which would need a safety railing /chain link fence. The estimated cost is $127,000 for the bridge plus an additional $60,000 for the railing. Another option being considered is lighting along Minnesota St. to CSAH 2 /CSAH 3 trail. This would cost an estimated $67,000. A cost reducing option discussed was for the city to just put the grade work in from CSAH 2 to the Lake Wobegon Trail which would decrease costs substantially. The final paving could be completed at a later date. More discussion is needed with the possibility of bond funding versus using' /2 cent sales tax money. This is referred back to the city council for input. b. Consideration for adding hanging planters and maintaining by the Park Board — Terry said the poles will not support the baskets therefore it is not feasible at this time. c. Tree roots t are pushing up the pavers and planters on the sidewalk along Minnesota Street. The Park Board needs to look into fixing the issue. Unsure if this is a park board or city issue. d. Review of Park Board Member Applications — Applications for the two vacant Park Board member positions were reviewed. Sharon Young and Andrew Deuhs are the selectees. A Motion to Approve was made by Marguerite and a Second by Lonnie - Approved! The city will be notified of the Park Board action. e. Meeting Schedule — After discussion the following dates are the scheduled 2011 Park Board meeting dates; May 23, June 27, July 25, August 22, and October 24. The December meeting date falls on the 26h so it was decided not to meet that month. f. The May 23`d meeting will begin at City Hall at 6:30pm and progress through the city to tour /view all the city parks.
