PREVIOUS COUNCIL ACTION: Through the budget process the City has been setting aside funds
for emergency services, primarily a siren. Due to the cost of siren and the need for expansion when
development occurs, the Council amended the development process to require sirens to be included in the
cost as developers request to extend housing, in the same manner in which they are required to install and
finance street lighting for new subdivisions. The current sirens can cover the existing corporate limits but
as the City grows, particularly by the new school and additional siren will be needed. There is also an
opportunity that a siren in the southern section could benefit the City of Waite Park and they may also
become a partner in a new siren.
BACKGROUND INFORMATION: Attached you will find a quote from Frontline Plus, Inc.
Frontline is the authorized dealer for Whelen sirens in the Midwest. Frontline is also the company that
installed and had maintains the warning sirens that we currently have.
The federal government is in the process of changing band widths for VHF radios. The mandatory date
set by the federal government when work needs to be competed is January 1, 2013. Our sirens are set off
by VHF radio from the Stearns County dispatch. Since the band widths are changing we will have to
change the equipment that is needed at the siren end to make them work. The cabinet and equipment is
outdated and with this change will need to be replaced. I have looked over the quote and question
whether we need the digital voice module. Deducting the module and custom recordings would save
approx. $2,800.00 on this project. We are also hoping to hook up the head end system to the current base
radio. This work would be done by Granite Electronics and would cost approx. $1000.00.
I would recommend that we get the work done this fall. Front Line ReCurrently our back up system at
the fire hall is not working. Most of the equipment is outdated and needs to be replaced. This update will
take care of the problem.

DESCRIPTION: Emergency Management Siren
JUSTIFICATION: 'Account Code: E490- 42500 -580
Over the past years the City has been setting aside funds for a third emergency management siren. Since the
sirens are needed to due to expansion and growth, the Development Agreement has been changed to require
developers to pay for a proportionate share of a siren if one is needed. The funds that are set aside at this
time will help offset the tarring cost and allow sirens to be added as development occurs. This will function
in the same manner as a trunk charge. In October 2010, city council agreed to convert the 2 emergency
sirens from wide band to narrow band to be in compliance with federal regulations and Stearns County
system. Voice activation will remain on the north siren; however, the south siren will remain the siren only
with no voice. The quote received for the conversion is $22,744.11 from Front Line Plus. Council
requested using the siren reserves, $4,000 2011 capital budget plus $4,000 2012 capital budget to pay for the
siren. The conversion is required to be completed by the beginning of 2012.
