HomeMy WebLinkAbout[05d] CEDS UpdateDATE: June 15, 2011 MEMO TO: Economic Development Authority FROM: Cynthia Smith-Strack Municipal Development Group RE: CEDS Status Background: Following the May EDA meeting correspondence was sent to Mr. Jordan Zeller with Economic Development Commission Region 7E. Mr. Zeller is responsible for finalization of a CEDS for Region 7W. The purpose of the correspondence was to official initiate a request for federal grant funding for items within the City of St. Joseph included in the draft CEDS capital projects. Attached is information sent to Mr. Zeller. I have followed up twice but have not received nd wherein similar information in return. Chairperson Wick attended a meeting on June 2 requests were discussed. The CEDS contains CCapital Improvementt Projects suubmitted by tthe City of SSt. Joseph ass approved bby the St. Jooseph Economic DeevelopmentAAuthority and CCity Council. As per an aagreement auuthorized by aa group of reepresentativees and formeer members oof the SCAEDP inccluding St. Joseph City Addministrator Juudy Weyrenss we understaand your officce has been retaineed to establish a federaal EDA distrrict and faciilitate applicaations for fuunding participation. St. Joseph E The purposee of this memmo is to formmally request submission oof applicationns for federal EDA assistance foor the Projectts described herein and ass contained in the Central Minnesota CCEDS document.WWe find the Projects to be consistent wwith the goals//objectives/strategies conttained in the CEDS, reflective off community bbased planninng undertaken in the City of St. Josephh, and as included iin the City’s ffive year capiital improvemment plan. Proposed Prrojects: Project #1: Extension of water, storm sewer, and ssanitary seweer to developmment propertyy adjacent to aa new arterial roadwway re-routinng CSAH 2 in St. Josephh. The arteriaal roadway iss a County pproject which will open areas adjaacent to Intersstate 94 for coommercial annd industrial ddevelopment. Right of way acquisition is undeerway at thiss time. The project is esseential as the City of St. Jooseph lacks shovel ready industtrial lots with only two builld-to-suit parccels availablee. Property owwners are willing pparticipants inn the project. The projectt is included in the City’ss five year ccapital improvementt plan. Estimaated cost: $33 million, projject start 20112. Initial watter/sewer build out planning hass been underrtaken and inncluded in coomprehensivee utility planniing. The project is consistent wiith the 2008 SSt. Joseph Coomprehensivee Plan. A mapp of subject aarea is attacheed for your informattion (Attachmment A). п¹» íí ±º íè Project #2: Construction of a half mile section of collector street from aforementioned arterial roadway to development sites. Extension of the collector street is included in the City’s Transportation Plan as are typical design sections for streets with a functional classification of ‘collector’ (see Attachment B). The roadway is essential for the development of shovel ready industrial lots which are in dire need within the City of St. Joseph. Estimated cost: $500,000, project start 2012. The project is consistent with the 2008 St. Joseph Comprehensive Plan. Project #3: Extension of water, storm sewer, and sanitary sewer infrastructure, site grading, and roadway construction within “Parkway Business Center” a 52-acre bank-owned property which has gained preliminary plat and construction plan approval (see Attachment C). Estimated cost: $2.5 million.
