SUBMITTED BY: Administration BOARD /COMMISSION /COMMITTEE RECOMMENDATION: On behalf of the St. Joseph Saints Baseball Team, Pat Schneider presented a request to the Park Board to utilize sales tax funds. The request included the purchase and installation of an electronic scoreboard at Schneider Fields. PREVIOUS COUNCIL ACTION: Earlier this year the City Council assumed the role of the Sales Tax Committee, reviewing and making final determination on sales tax funding. BACKGROUND INFORMATION: The last action of the sales tax committee included the drafting of a request form for any project that included sales tax revenue as a funding mechanism. The purpose of the form was to provide an initial screening so that the applicant had to provide information as to how the project meets the legislative requirements. BUDGET /FISCAL IMPACT: Approximately $18,000 ATTACHMENTS: Request for Council Action St. Joseph Saints Request Completed Form requesting funding Competitive Bids for the Scoreboard REQUESTED COUNCIL ACTION: The Council must decide if the project meets the legislative criteria and determine if funding will be provided. (Fair -Play) — Chad Shannon Albertville, MN Background: On Thursday, June 9, I requested a meeting at Memorial Park with Lonnie Abbott - Park Board, Greg Reinhart - Sentry Bank, Terry Then - City Maintenance Director, and Scotty Wild - NEVCO, to discuss our options for a much needed electronic scoreboard at Schneider Baseball Field. Terry was unable to attend. After the meeting Lonnie and Pat visited with Judy Weyrens at City Hall to discuss the possibilities and processes required to accessing funds from sales tax proceeds. A Request To Receive funding From Sales Tax Proceeds application was given to Pat to complete and Judy suggested that he present this application plus 3 bids at the Monday June 27 Park Board meeting for review and consideration for funding by the City of St. Joseph. In my opinion the best bids enclosed are Bids #1 & #2. * Bid #1 scoreboards (NEVCO) are currently used in the Eden Valley- Watkins School District and their service and quality are highly recommended by Jay Johnson, Athletic Director. * Bid #2 scoreboards (Daktronics) are currently installed at the Holdingford School District, the St. Cloud MAC Putz and Faber Field and are well known through the country at major colleges and professional baseball facilities. * Bid #3 scoreboards (Fair -Play) can be seen at Bob Cross baseball field in Sauk Rapids. My concerns are that the rep, Chad Shannon, failed to respond to several phone calls and email requests for this bid. His ability to provide timely communication and service is in question. The quality and prices of all three vendor's products are very similar. Based on the three categories eligible for funding, please describe how the project meets the regional criteria: Plans are to have this scoreboard available for the 2011 Region 10 "C" Lakewood League Amateur Baseball Tournament which begins August 6, 2011. In the future it also would be used for the following regional baseball events: 7th & 8th grade Kennedy School games, St. John's Prep High School games, St. Joseph American Legion Post #328 games and St. Joseph Saints games. There also are preliminary plans to have the St. Cloud River Bats and St. John's University schedule games at Schneider Field in the near future. With this electronic scoreboard there will be more opportunities to host additional tournaments. In 2010 Schneider field was host to 42 baseball games which brought hundreds of people and business into the St. Joseph community.
