JOSEPH www.cityofstjoseph.com DATE: August 17, 2011 MEMO TO: Economic Development Authority Administrator Judy Weyrens FROM: Cynthia Smith - Strack Municipal Development Group Mayor RE: Request for Assistance: Millstream Shops /Lofts Restaurant Equipment Rick Schultz Background: Councilors Following is a brief history of the approved use of excess TIF revenue to assist in the readying Steve Frank of end -cap space at Millstream Shops /Lofts for lease by a restaurant. Bob Loso Renee Symanietz • At the August 25, 2010 Regular EDA meeting the Board discussed temporary Dale Wick incentives available locally through the Minnesota Jobs Bill approved in April. One such incentive is temporary authority to use excess revenue for economic development EDA purposes external to the district. The Board discussed several potential projects /uses Carolyn Yaggie- for excess TIF revenue. The EDA directed Strack to follow up with Concrete Plus and Heinen Millstream Shops /Lofts regarding potentially taking advantage of available incentives. Chad Davey Al Rassier Jon and Colleen Petters, owners of Millstream Shops /Lofts expressed an interest in Tom Skahen using excess TIF revenue as a means of helping attract a suitable restaurateur to the Dale Wick building end -cap. Petters attended the October 27th EDA meeting and discussed equipment needs including permanent flooring, a hood, grill, food prep area(s), a freezer /cooler, and a refrigerator. At the November 24, 2010 EDA Board Members and Jon and Colleen Petters again discussed potential enhancements to the restaurant end -cap space which could assist in attracting a food service tenant. Pursuant to EDA direction at the October meeting, the property owners obtained price quotes for the installation of an exhaust hood at the premises. At the meeting, EDA Board Members noted a great deal of support for a unique dining opportunity being added to the end -cap and the desire to promote activity within the downtown 24 -hours a day as opposed to just during typical work hours. In addition, the EDA Board noted a restaurant occupant presented an opportunity to further capitalize on the volume of special event traffic at the College and that the addition of a unique restaurant could assist in promoting 'lingering' within the downtown. • February 23, 2011 the Petters indicated that equipment purchase was imminent at this point. They are requested assistance in purchasing /installing equipment in the amount of $20,000. • On April 21, 2011 during a special joint meeting the EDA and City Council approved the requested assistance in the amount of $20,000. The proposed uses of the excess TIF forgivable loan (grant) are requested to alternate equipment. The equipment could also be used for security for the TIF loan. A list of proposed reimbursable is being compiled by Jon Petters and will be forwarded when available. Either Jon or Colleen Petters will attend the EDA meeting.
