BACKGROUND INFORMATION: The City has been starting to receive more requests to block of street
for neighborhood parties. In the past the requests have been for cul -de -sacs and dead ends. Staff
encourages neighborhood interaction and block parties are a great way for this to happen. However,
staff would like direction as to whether or not they wish to approval all requests. The same form is the
one used by the City of Sartell.

BLOCK PARTY PETITION GUIDELINES
1. The police department must approve area, date and time of block
patty.
2. After approval by the police department, the city council must approve
the road closure at its regularly scheduled meetings which are the 1 st
and 3rd Mondays of the month. This form must be completed and
provided to the police department no later than 2 weeks from the next
scheduled council meeting.
3. Barricades are available through the Public Works Department by
requesting them at least 72 hours in advance.
4. If a driver insists on driving through a barricaded public street, he /she
must be allowed to drive through.
5. Minors are not permitted to drink any alcoholic beverages.
6. No public street may be barricaded for times longer than approved
previously by the Police Department.
7. The participants are responsible for cleaning up the area.
8. The City of St. Joseph assumes no legal responsibility for the event.
9. The noise level must be acceptable by the neighbors. Please have
your neighbors whose street will be blocked sign below as an
indication they are in agreement with having the street blocked.
