Variance Request, Maximum Size of Sign
PREVIOUS PLANNING COMMISSION ACTION: The Planning Commission and City Council
approved the development for the St. Joseph Business, which included a strip center with six suites.
Based on the Ordinance, each tenant was allowed on wall sign and the development is also allowed a
monument sign to identify all the businesses.
BACKGROUND INFORMATION: Bill Nelson is requesting authorization to allow the installation
of a second sign for one of the tenants at the Business Center. Verizon Wireless has recently moved into
the facility and is requesting to place a wall sign on the east wall of the business center. Since they
already have a sign on the front, the second sign would not be permitted.
The property owner would be allowed to construct a monument sign, similar to Coborns which would
have a sign face for each business. At this time he has chosen not to use the opportunity as he does not
feel it would enhance the property. The property owner is willing to waive his rights for the monument
sign in exchange for the ability for Verizon to locate a second wall sign. In this case the request for
variance is minimized and in reality, they would be able to have a second sign via a monument sign. The
property owner has also agreed that if in the future he does wish to install a monument sign, the second
Verizon sign will be removed.
If the Planning Commission concurs with the variance an agreement will be drafted for the Council to
approve and record.
It should be noted that the additional signage does not exceed the maximum wall space coverage.

REQUESTED PLANNING COMMISSION ACTION: Upon closing of the public hearing the
Planning Commission must make a recommendation to the City Council either recommending or
denying. If the Planning Commission recommends approval with the condition of waiving the rights to a
monument sign, the approval should be contingent upon execution of the agreement.

Administrator The St. Joseph Planning Commission shall conduct a public hearing on Monday, October 3,
ludy Weyrens 2011 at 7:00 PM in the St. Joseph City Hall, 25 College Avenue North to consider a variance
request of the St. Joseph Business Center to allow for one additional business sign.
Mayor St. Joseph Code of Ordinances 52.11 subd 10(c) states: Multi- Tenant Wall Signs. Each tenant
Rick Schultz in a multi- tenant building may have a flat wall sign. The aggregate area of such signs shall
not exceed 5% of the area of the wall to which they are attached. The property is at 710
Councilors CSAH 75, known as the St. Joseph Business Center.

In re: Sign variance — Wireless Zone of St. Joseph
Council and Commissioners,
We are the owners of the new Wireless Zone of St. Joseph store located at the St. Joseph
Business Center. As we get our new WZ / Verizon store off the ground, we face strong
competition from wireless cell phone stores in Waite Park and St. Cloud. We need to do
everything in our power to make our store more visible to St. Joseph and to people in the
surrounding area. We are very happy and proud about our new store in your City and want to
do everything we can to make it successful so we can be good long term citizens of St. Joseph.
To assure our success we must get people in the door.
While we are very happy with the general location of our new store, one drawback of our
location is that there is no free standing marquee (pylon) or monument sign in front of the St.
Joseph Business Center like there are in front of a number of other properties along Hwy. 75.
Without a marquee or pylon sign we only have the one sign in the front of the building.
Visibility is very important for a retail store, especially one that sells cell phones. An illuminated
sign on the west side of the building would greatly improve the visibility of our store and make
us more competitive with wireless businesses in the adjoining communities. (Attached is a
picture of the new sign, pictures of the current signs on the front of the building and pictures of
the signs of our competitors in Waite Park and St. Cloud).
There is currently an attorney's sign on the west side of the building. Our sign would
complement the attorney's sign and not distract from it. The sign will in no way impair adjacent
property, diminish property values or in any way impair health, safety or welfare of the residents
of St. Joseph. The sign itself is not over the top, it is a standard lighted Wireless ZoneNerizon
sign that is used throughout the country. It is not particularly bright, does not flash or blink. It
fits the design of the building and blends with the other signs on the building.
We have the full support of Bill Nelson and Sue Hennen, the owners of the property. Bill and
Sue understand the need for more visibility for our store in the heavily competitive wireless
phone business and want to do whatever they can to help make our Wireless Zone of St.
Joseph store, and the Business Center, successful.
We respectfully request that you grant a variance to allow us to put a Wireless ZoneNerizon
sign on the west side of the St. Joseph Business Center.

tenant in the Center -- Wireless Zone of St. Joseph. Our community always needs new
businesses and we can't think of a better business to welcome to our community than
Wireless Zone.
As the owners of the St. Joseph Business Center, we are 100% in favor of and support
Wireless Zone of St. Joseph's request for a "variance" to allow them to place an
illuminated sign on the west side of the St. Joseph Business Center.
The sign they propose to put on the west side of our building is attractive and
fits perfectly with the general design of the Business Center.
The sign will make the Wireless ZoneNerizon store more visible to residents of our fine
City and to people in surrounding communities. It will make Wireless Zone more
competitive with similar stores in nearby communities. It will also make the St. Joseph
Business Center more competitive.
Please grant Wireless Zone of St. Joseph a variance to allow this new business in our
