The Engineer comments have yet to be completed, but are not substantial enough to delay the approval of the preliminary plat. The Planning Commission recommended approval of the plat with the following contingencies: The access within the plat must include curb and gutter up to the bulb of the cul-de-sac; the staff shall determine if the bulb of the cul-de-sac has to be paved or remain as gravel. PREVIOUS COUNCIL ACTION: None. BACKGROUND INFORMATION: The attached letter from Randy Sabart indicates that outstanding items to be resolved. One item not discussed by the Planning Commission, (an oversight), was the lack of sidewalk along CR 121. The Ordinance does require sidewalk abutting a Collector Street, and just like CSB, the property owner will be required to install sidewalk. This change can be included with the final plat. See Planning Commission Action sheet for additional information. Reference is made to the numbered comments from our September 27, 2011, correspondence for items that are outstanding. Preliminary Grading and Drainage Plan 4. The proposed pond outlet connection to the storm sewer on CR 133 proposes connecting to the existing 60-inch catch basin structure. The existing structure is too small to accommodate the existing pipes and the proposed pipe connection. The plan should be modified to include construction of a new, larger catch basin structure and associated street repair. a. The final plan should identify the structure size and existing pipe size details. 5. A drainage swale should be planned/graded between Lots 2 and 3 to intercept drainage from Lot 3. Additional storm sewer inlets should be provided near the neck of the cul-de-sac to receive drainage from the south end of the development. Define how storm water from the undeveloped lots, particularly Lot 3, will be collected and conveyed to the ponds. a. The applicant's engineer has expressed concern about the uncertainty of how Lots 2 and 3 will be sold/developed. While not grading a swale now as indicated should have immediate adverse impacts, defining how drainage from Lots 2 and 3 will be managed will be important once either lot is developed. Expectations should be memorialized in the proposed developer's agreement. 6. The intent (duration) of the cul-de-sac should be clarified. Based on the radius (which does not meet City minimums for a permanent cul-de-sac) and the absence of curb and gutter, it appears the proposed cul-de-sac is intended to be temporary. If temporary, there should be an understanding defined on the responsibility for constructing the permanent improvement and what those improvements will be. a. The revised plans indicate the proposed temporary cul-de-sac would not be paved. To better manage erosion and winter maintenance, I would recommend the cul-de-sac should be paved. 7. There is a relatively flat pavement section between the 1087.01 and 1086.92 spot elevations on the CR 133 gutter line entrance ramp, north of the "pork chop." Review grades and drainage options for improvements to avoid a flat spot prone to poor drainage or icy pavement conditions. a. The revised plans include a note to "remove and replace existing bituminous and curb and gutter to its original condition at the new entrance." Please clarify if the intent is to remove the existing storm sewer casting and utilize the structure to accept drainage. 9. Provide rip-rap or adequate erosion protections at the apron outlets. 10. Provide a stabilized overflow/spillway to direct excess water safely out of the pond during events that exceed capacity of the pond. a. Rip rap has been provided at Pond 2, but a stabilized spillway should also be provided for Pond 1. If rip rap is to be used, it shouldn't ea�tend into the right of way. Utilize a turf reinforcement mat or other product that would prevent an obstruction in the right of way. 11. The outlet control structure detail illustrates a 21-inch discharge pipe, the plan drawing illustrates a 12-inch pipe. Design the outlet structure to prevent discharge of floatable debris. a. The outlet structure should still be configured to manage floatable debris. b. Evaluate suitability to increase the diameter of the structure inlet pipe and incorporating an interior orifice/baffle 13. The City should define requirements for sidewalk construction along CR 133 and Elm Street. a. Sidewalk on CR 133 is presently not shown on the plans 14. The final plan submittal shall include a traffic control plan for street and utility construction impacting CR 133 and Elm Street. 15. Provide signage on the pork chop to discourage unwanted turning movements (consider for example: "Do Not Enter" (RS-1) facing SE on the backside of the stop sign controlling the EB right turn, double arrow warning sign (W 1-7) facing east on the pork chop, "No left turn" (R3-2) on the pork chop facing south). The installation of a lane control sign (R3-30H) and associated pavement markings/message on the Coborn's side of CR 133 should also be pursued to discourage the crossing traffic movement. a. It's our understanding Stearns County will be requiring additional geometric changes to the pork chop. While the County may have additional signing/pavement marking requirements, we would anticipate additional lane striping in the pork chop gore areas. b. The W1-7 should be facing to the east. Hydrology/Hydraulics 19. Provide preliminary storm sewer design computations. a. The pipe downstream of STMH1 is shown on the plans smaller and flatter than the upstream pipe. Provide information indicating it's adequately sized. b, The 18-inch Pond 1 outlet pipe appears to have mislabeled inverts for CBMH1 and CBMH2. c. The storm sewer design accounts for only 1.16 acres of the 3.54 acres draining to Pond 1. Clarify how the remaining 2.38 acres will be routed to Pond 1 21. Account for additional run-off received from offsite (to the west). a. The property owner did not request final plat of the property and since o� year has lapsed since approval, and the plat has changed new approval is required. BACKGROUNll INFORMATION: The parcel being platted contains approximately 4.98 acre.s and is being subdivided into three lots. The lot on the eastern side, adjacent to CR 133 is anticipated to be sold to a fast food establishment. Staff has been working on this plat, specifically access to CR 133 for a number of months. The property owner was seelcing full access at CR 133, but as this is a County Road the Stearns County Engineer has fmal authority over any access. Full access is not a possibility as the access is too close to CR 75 and access is available at the end of the plat, using Elm Stre,et. The County did concede to allowing a"pork chop" type access for ingress/egress. At this time a development plan is not being requested, rather they are seeking plat approval so that lots can be sold far development. Any development will require site plan approval and depending on the type of business a special use permit may be required, which will revert to the Planning Commission. The City Engineer has reviewed the plat and his comments are attached for your review.
