public hearing on �ctober 3, 2011 to consider a variance to allow for an additional walf sign for one of
the six tenants at the St. Joseph Business Center. The Planning Commission recommended approval of
the variance as the property owner is willing to forgo installing a monument sign that would allow for a
second sign for one business. The Planning Commission further clarified that if another tenant requests
a second wall sign the property owner shall be required to construct the monument sign and remove
the second business sign for Verizon.

REQUESTED COUNCIL ACTION: Grant a variance to St. Joseph Business Center, allowing one of the
suites to have a second wall sign in exchange for the property owner constructing a monument sign. If
the property owner requests to construct a monument sign, or a second suite requests a monument
sign, the sign approved for Verizon must be removed.

In re: Sign variance—Wireless Zone of St. Joseph
Council and Commissioners,
We are the owners of the new Wireless Zone of St. Joseph store iocated at the St. Joseph
Business Center. As we get our new WZ ! Verizon store off the ground, we face strong
cornpetrtion from wireless cell phone stores in Waite Park and St. Cfoud. We need to do
everything in our power to make our store more vis(ble to St. Joseph and to people in the
surrounding area. We are very happy and proud about our new store in your C+ty and wan# to
do everything we can to make it successful so we can be good long term atizens of St. doseph.
To assure our success we must get people in the door.
While we are very happy with the general location of our new store, one drawback of our
Iocatian is that there is no free standing marquee (pylon) or monumen# sign in f�ont of the St.
Joseph Business Center iike there are in front af a number of other properties along Hwy. 75.
Without a marquee or pylon sign we only have the one sign in the front of the building.
Usibility is very important for a retail store, especiatly one that se0s cell phones. An illuminated
sign on the west side of the building would greatly irnprove the visibility of our store and make
us more competitive with wireless businesses in the adjoining communities. (Attach� is a
picture of the new sign, pictures of the current signs on the front of the building and pictures of
the signs of our cornpetitors in Waite Pa�lc and St. Cloud).
There is currently an attomey's sign on the west side of the building. Our sign would
complement the attomey's sign and not distract from it. The sign will in no way impair adjacent
property, diminish property values or in any way impair health, safety or welfare of the r�idents
of St. Joseph. The sign itself is not over the top, it is a standard lighted Wireless ZoneNerizon
sign that is used throughout the country. {t is not particularly bright, does not flash or blink. It

We are the owners of the St. Joseph Business Center and are excited about the new
tenant in the Center--Wireless Zone of St. Joseph. Our community always needs new
businesses and we can'# think of a better business to welcome to our community than
Wireless Zone.
As the owners of the St. Joseph Business Cente�, we are 100°/a in favor vf and support
Wireless Zone of St. Joseph's request for a"variance" to allow them to place an
illuminated sign on the west side of the St. Joseph Business Genter.
The sign they propose to put o� the west side of our building is attractive and
fits pertectly with the general design of the Business �enter.
The sign will make the Wireless ZoneNerizon store more visible to residents o# ouf flne
City and to people in surrounding communities. It will make Wireless Zone mot�
competitive with similar stores in nearby communities. It wi{I also make the St. Joseph
Business Center mare competitive.
Please grant Wireless Zone of St, Joseph a variance to allow this new business in our
comrnunity to place an illuminated Wireless ZoneNerizon sign an the west side of the
St. Joseph Business Center.

Application of St. Joseph Business Center AND DECISION
Comprehensive Plan Amendment
FINDINGS OF FACT
On October 3, 2011 the St. Joseph Planning Commission conducted a public hearing to consider
the application of the St. Joseph Business Center to secure a variance to allow for a second business sign
for Suite #105. The property is located at 710 CR 75 and the matter was duly published and notice was
provided to property owners within 350 feet of the above referenced property.
The Planning Commission by a unanimous vote recommended the City Council �rant a variance
to the St. Joseph Business Center to allow a second wall sign for Suite #105. The recommendation for
denial is based on the following findings of fact:
1. In 2002, the Planning Commission approved a site plan for the construction of the St. Joseph
Business Center which incfuded six individual business suites.
2. Upon completion of the construction and occupancy of the Building, the property was
platted as a common interest community officially called the Business Center of St. Joseph
Condominium Inc.
3. At the time of construction, a business sign was located above each suite, as allowed per St.
Joseph Code of Ordinances 52.11, and each business was allowed one sign not to exceed 50
feet or 15�0 of the wall space.
4. The Ordinance also included a provision that a monument sign could be constructed
identifying all the business {ocated within the business center and was limited in size to 200
square feet aggregate or 100 square feet per face. The developer opted not to construct
the monument sign.
5. On September 8, 2011 the City received an application for a variance to allow the tenant of
suite #105 of the Business Center to place a second sign on the west side of the building, so
traffic coming from the west can identify the business.
6. At the time of application for variance, the property owner agreed to waive the rights to
construct a monument sign on the property in exchange for the additional wall space for the
tenant in Suite 105.
DECISION AND CONCLUSION
Based on the Finding of Fact, the St. Joseph Planning Commission recommends the St. Joseph
City Council grant a variance to the St. Joseph Business Center allowing a second wall sign based on the
following:
1. The property owner does have the ability to add a second sign for the business by the
construction of a monument sign and the individual business sign would fit within the
square footage allowed.
2. The property owner is willing to waive his right to construct a monument sign that can have
a maximum size of 200 square feet and the sign requested is approximately 22.5 square
feet.
3. In the event the property owner requests to construct a monument sign, the additional sign
for suite five (5) must be removed.
Therefore, based on the above findings, the Planning Commission recommends the Council
grant the sign variance to allow a second wall sign for suite 105 at the St. Joseph Business Center.
Approval is contingent upon the follawing:
1. If the property owner requests a monument sign, the second sign for suite 105 must be
removed.
2. If the property owner request a second wall sign for a different suite, the property owner
will be required to construct the monument sign and the'second sign for suite 105 must be
removed. ,
