JOSEPH www.cityof stjoseph.com DATE: October 19, 2011 MEMO TO: St. Joseph Park Board Administrator Judy Weyrens FROM: Cynthia Smith - Strack, Consulting Director Economic Development Authority (EDA) Mayor Richard Schultz RE: Collaboration on Project Linking Wobegon Trail to Downtown Councilors Background: Steve Frank In 2009 the Economic Development Authority authorized a landscape /streetscape plan by Bob Loso locally -owned Scenic Specialties. The plan focused on an area from the Wobegon Trail Center Renee Symanietz to West Minnesota Street/CSAH 2. The purpose of the landscape /streetscape plan was Dale Wick multifaceted but included: (a) Connecting the Wobegon Trail Center to Downtown and to (new) CSAH 2, (b) Providing pedestrians /bicyclists visual cues as to how to get to Downtown from the EDA trail, (c) Softening hardscapes at specific intersections (i.e. CSAH 75 /College Ave; Minnesota Carolyn Yaggie- St/College Ave.; CSAH 75/133), and (d) Promoting lingering in downtown. The Heinen landscape /streetscape plan was accepted by the City Council in June of 2010. Chad Davey Steve Frank To further the landscaping /streetscaping discussion /goals the EDA would like to work with the Tom Skahen Park Board on the portion of the plan applicable to the property near the water tower and Dale Wick creating a distinctive impression of the community through associated plantings, amenities, and consistency in design and theme. The EDA has set aside approximately $5,000 for participation in this project. The EDA Board kindly requests consideration by the Park Board of possible points of collaboration on this issue. To assist in providing background on the EDA's efforts to this point please find attached the following: 1. A design concept for the municipal property by the water tower created by a landscape architect. 2. A series of slides containing information on the landscape /streetscape completed in 2010 as it relates to project goals, outcomes expected, and recommended design concepts. 3. Samples of amenity attributes. Action: Discussion is kindly requested.
