crra' OF h•r. jos 'u Council Agenda Item MEETING DATE: November 17, 2011 AGENDA ITEM: Refuse Bids SUBMITTED BY: Administration BOARD / COMMISSION /COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: All residents of the City are required participate in the City refuse program and every three years the City solicits bids for service. In 2009 the City entered into an agreement with Allied and Recycle Bank for a term of three years. The Council opted to select the service that included Recycle Bank, a recycling program that rewards customers for recycling. BACKGROUND INFORMATION: The City solicited bids for refuse service in October and mailed to notices to the following: Allied Waste, West Central Sanitation, Waste Management, Affordable Disposal and Bueckers Sanitation. Vendors were provided a copy of the current contract along with a letter indicating the minimum requirements. Four of the vendors supplied a bid with the lowest to vendors being Allied Waste and West Central Sanitation. Both of these vendors accept the same type of plastic and Allied has once again submitted a bid to provide the recycling program entitled Recycle Bank. This program adds an additional .52 cents per month per resident. The Council must decide if they would like additional information, have the opportunity to interview the top two vendors or authorize execution of an agreement with the preferred vendor. It appears that accepting one of the three lowest bids would not result in a rate increase. Once the Council determines which vendor is selected that information will be used to determine the rates. I will show you more of the value of Recyclebank to St. Joseph...in this email. First, I will need a bit of time to look into the most recent resident cart and point transfer issue. We record and document every call, and I will check with our Customer Care Manager to get you an answer. The delay may have been due to the timing for the next pick up to register so we could validate the new chip was working properly. But until I have Customer Care check, I can only guess. Mr. McDonald's first recorded pickup with Recyclebank was in September, 2009. He currently has 2216.5 points in his account. He has spent over 600 points on rewards with us in the past. Our team indicated that there had been some missed credits in the past. This resulted in us posting point credits to his account, and replacing his RFID tag on his cart. (August) When we are notified of a pattern of missed point credits, the answer usually lies in the tag. What part of town he 1 lives in has nothing to do with point credits or successful cart reads. Anyone who would have said something like that to him...may have misunderstood the issue he was having. If he has further issues with proper reads, I can have our special services team work with him to resolve it, without point loss. Again, this is a very rare issue for us, and want very much for him to be credited properly. Recyclebank was not bought out by anyone. Waste Management for years has been working to administer a similar rewards and loyalty program to its' customers. Recently, Waste Management contracted with Recyclebank, to insert our program over time to many millions of their households in their US network. However, Allied (Republic) has a long-term, exclusive contract in your area of Minnesota (and many other states and cities) with Recyclebank. Your agreement with Allied is in effect, and protected exclusively, beyond the term of your next agreement... at least well into 2015. Factually, and publicly, we work with other hauler companies and self haul cities in the US and the UK. We currently serve over 3 Million Households. We continue to add rewards and engagement options (Educational) to our site to enhance the consumer experience. We are also seeing residents stay on the site longer with better content and value. Recyclebank is a "Consumer Engagement Platform" with a relatively low cost compared to the value you and your residents see from it... I am attaching a PowerPoint Presentation to this email which Jeff Grunenwald will review with you on Thursday evening. Let me quantify the value for you with some quick bullet points below... 1. Currently, as of October, 2011, your Participation Rate (Recycling 1> times/month) is 88.4%. And 67.5% of your residents are registered, fully engaged, participants in the Recyclebank Program. Nearly 9 of 10 participate, and 7 of those 9 are registered and engaged. This is not a small percentage. St. Joseph area residents earned over 1.3 Million Recyclebank Points in the past 12 months. They spend over 300,000 points, and redeemed over 2,500 rewards. These engagement metrics are some of the highest, per capita, in the nation. 2. I have asked Jeff at Allied for statistics showing what your recycling rates were before Allied and Recyclebank, or when they took over, compared to now. He will attempt to gather this in time to present to the meeting tonight. 3. With an average cost of just $9,000 per year, St. Joseph citizens, businesses, and community is receiving so much from the program. A. Estimated, Annual Economic Impact to area businesses.... $65,600* (2,500 redemptions x $25 average spend per redemption) B. Estimated Annual Purchase Savings to residents.... $13,120* (2500 redemptions x $5 average savings per reward) 2 *Savings and Economic Impact Amounts are Estimates. With more time, Recyclebank could break this down in much more detail. C. Green Schools Grant Awarded to Kennedy School (2011) $ 4,000 Citizens donated points to max out the possible grant for green school project. This was not only an economic value, but helped to further the education of school children and residents about the virtues of greener living. Figures here would not include avoided disposal costs. Jeff Grunenwald would be better equating this. It would not seem logical to conclude that the Recyclebank program has helped engage residents, but without it, they would not miss it. Frankly, dropping the program would reduce economic impact to your area businesses, and eliminate the savings residents are realizing. Residents are becoming more savvy and educated. A recent survey (in the attached) reports 78% of consumers say they would do more, if they understood how a particular "green" action could help the environment as well as benefit them personally. Spring and Fall Clean-up, two successive weeks, twice annually. 3. Appliance pick up, Spring and Fall, (the Saturday following the last Spring and Fall pick up). 4. City Hall and Millstream Park 2 -yard dumpsters will be picked up once each week, provided with contract, free of charge. 5. Provide and maintain both the waste and recycling containers.
