HomeMy WebLinkAbout2011 [08] Aug 29 Saint Joseph Park Board Meeting Minutes, August 29, 2011 Members Present; Lonnie Abbott (Secretary), John Anderson (Chairman), Andrew Deuhs, Marguerite Fogerty, Chad Hausmann, Sharon Young, Bob Loso (Councilor Liaison), Terry Thene (Staff Liaison). Members Absent; None Meeting Called to Order; 6:30pm Approval of Minutes; Motion to Approve — Lonnie, 2 Chad; Approved! Approval of Agenda; Motion to Approve — Lonnie, 2 Marguerite; Approved! Treasurers Report; Motion to Approve — No changes so it was not reviewed. Liaison Reports; Bob Loso — Reported that the annual budget is in progress and the Park Board needs to get a list of project requests together. Budget dollar amounts will depend on pending legislation. Terry Thene — a. The vandalism damage at Centennial Park continues and now vandals have damaged roll top doors and cash box in Millstream Park. One of the BBQ grills at Millstream campground was also stolen. Terry and Police Chief Jansky are currently looking into purchasing surveillance cameras to place in the parks to prevent continued vandalism. b. Terry requested from the park board to check into putting some sort of trail in Northland Park connecting the play area to the right of way access trial on the north side of the park by the basketball court. The distance is estimated at 60 -70 yards. c. Millstream Park will be closed to the public September 19 -21 for what is called Water fest. 400 area school children will in the park for organized activities. d. New basketball hoop poles are in at Centennial Park. e. John A. also is looking into possibly putting an editorial in the Newsleader and possibly on the city programming TV channel in regards to the vandalism, asking for the public to help watch the parks for suspicious activity to bring the person(s) responsible to justice. Anyone with information about this continued destruction of taxpayer funded property please call and notify the police department immediately. Old Business; a. Park Classification discussion (continuance) - A lengthy discussion on what qualified a park to be classified as a regional park, making that park eligible for tax increment financing from the Y2 -cent sales tax. After reviewing definitions from other counties the park board borrowed some wording from their definitions and came up with a draft that will be finalized at the next meeting. Once the city council approves this, the Park Board will begin to re- classify qualifying parks. New Business; a. Discussion of park project to request for 2012 budget- • Possible park projects for the upcoming new budget year are as follows; - Northland Park- 3 I-d and fmal phase of the playground equipment. The price quoted for Game -Time when the first two phases were purchased was approximately $15,000. Lonnie will contact Game -Time to get an updated price. - Repair of planters around trees on the south side of Minnesota Street as some of the trees roots are beginning to push up the paving stones around them, creating a safety hazard. It was mentioned that this might be a repair from the maintenance budget. Professionals will need to be brought in to get estimates and proper installation for the future. - Electronic scoreboard for Schneider Field in Memorial Park. - Bathrooms at Klinefelter Park. Approximate cost to this project, $70,000. b. Other- Park Tours continue. This month, Millstream Park. • There is an erosion problem on the west side of the pond. Once high water flow drainage recedes, Terry will have the bank rebuilt. • Flooding has occurred and damaged some buildings because of poor drainage. Terry is looking into possible solutions for funding the repairs. The city maintenance crew will repair the faulty storm sewer. • Terry is contacting companies that will grind -up trees that were placed in the compost area following recent storms. He may have found a company from the twin -cites who might do it at no cost. • It was discussed that there is no fee charged for camping. There is a collection box at the entrance and years past it was discussed that the city would issue permits and collect fees. The fee was $3 a night with a 3 -night maximum before having to renew their permit. This came about because there were campers who moved in for the summer, used the facilities and never paid a dime. And there were also a number of homeless folks who came and stayed until they were able to find housing/lodging. The task of collection and monitoring guest was an issue.
