Pursuant to due call and notice thereof, the St. Joseph Planning Commission met in regular session on
Tuesday, September 6, 2011 at 7:OOPM in the St. Joseph City Hall.
Members Present: Chair S. Kathleen Kalinowski, Commissioners Ross Rieke, Gina Dullinger, Rick
Schultz, Joe Dube!, John Meyer. Administrator Judy Weyrens
City Representatives Present: City Attorney Tom Jovanovich
Others Present: John Greer, Dan Johnson, Jodi Terhaar
Approval of the Agenda: Schultz made a motion to approve the agenda; seconded by Meyer and passes
unanimously by those present.
Minutes: Meyer made a motion to appr ove the minutes of August 22, 2011; seconded by Rieke and
passed unanimously by those present.
College of St. Benedict — Development Request: Weyrens stated that the College of St. Benedict has
continued to revise the development plans for the plan entitled College 2 Addition. The revised
preliminary plat has been modified to include one (1) lot and six (6) outlots. The revision will provide for
development rights of for the platted outlot only and future development of any outlot will require a final
plat and the use must be consistent with the approved PUD.
Since the last Planning Commission meeting staff has prepared a Development Agreement that will be
recorded with the plat. The purpose of the Agreement is to memorialize the development rights approved
by the City Council and Planning Commission. The Planning Commission has previously recommended
the City Council deny the request to amend the Comprehensive Plan to allow for E & E zoning at which
time CSB withdrew their request for amendment and the Planning Commission recommended the City
Council approve the rezoning of the property being platted to R4, Townhouse.
The Planning Commission discussed the revised preliminary plat and discussed the outstanding Engineer
items. The City Engineer has submitted comments that in his opinion the preliminary plat is ready for
approval and open items would need to be resolved before the Final Plat is approved. One of the open
items remaining is if the City will require trail preservation along the southern boundary of the plat,
adjacent to the Field Street Plat. Weyrens indicated that staff will continue to work on this matter.
Dan Johnson, CSB Engineer, approached the Planning Commission to address the concerns of the City
Engineer which included:
• Pond design and function, verifying adequate storage and treatment area — will be
reviewed and updated.
• Calculations were inconsistent between exhibits — this has been corrected.
• Pipe size from Callaway to the proposed holding pond needs to be sized appropriately.
John Greer, attorney representing CSB, approached the Commission to discuss the details of the project.
Greer stated that while the College is platting a large parcel, the only development being requested at this
time is for Lot 1, Block 1. This site will be developed five (5) structures, of which four (4) will be eight (8)
unit residential facilities, housing 128, and the remaining building will be a common building with ancillary
uses such as study, kitchen and fitness areas.
The R4 Zoning district requires use of a PUD for development, which in turn allows for flexibility in the
zoning regulations. The development plan presented includes the following deviations from the strict
regulations: 1) pitch of the roof has a minor change for the common building; 2) the Exterior will include a
material not listed in the Ordinance, but similar in context; 3) Rather than each building having two means
of ingress /egress, the development as a whole will have two means of ingress /egress; 4) the required
parking is indicated on the plan; however, only 144 will be improved with the first phase; 5) the minimum
distance between buildings

Greer stated that phase two of the development will consist of the development of the athletic /recreation
area and when the College is ready for development they will submit a final plat which will be reviewed by
the City.
When question as to the process for approval, City Attorney Tom Jovanovich stated that if the Planning
Commission is satisfied that the requirements have been met, a motion to recommend the City Council
approve the Preliminary Plat and PUD /Special Use contingent upon execution of a Development
Agreement. Meyer made a motion to recommend the City Council approve the Preliminary Plat
entitled College 2 Addition and PUD /Special Use to allow for a mixed use development to
include student housing, College Welcoming Center, and Recreation /Athletic Fields. The motion
was seconded by Rieke and passed unanimously by those present.
Adjourn: As the a enda was completed, Kalinowski stated that meeting was adjourned at 8:15 PM.
