HomeMy WebLinkAbout2011 [10] Oct 18 October 18, 2011 Page 1 of 2 Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in special session on October 18, 2011 at 6:30 PM in the St. Joseph City Hall. Members Present: Chair S. Kathleen Kalinowski. Commissioners Michael Deutz, Ross Rieke, Joe Dubel, John Meyer. Council Liaison Rick Schultz; City Administrator Judy Weyrens. Others Present: Linda Brown, Tom Herkinoff, Dave Thelen, Doug Danielson, Lloyd Bruemmer, Dick Taufen, Bob Valek. Approve Agenda: Deutz made a motion to approve the agenda; seconded by Schultz and passed unanimously by those present. St. Joseph Professional Plat: Weyrens stated that since the public hearing and action by the Planning Commission on the preliminary plat entitled St. Joseph Professional Plat, the plans for access construction have changed. The Planning Commission conducted a public hearing on October 3, 2011 to consider the preliminary plat and recommended the City Council approve the plat with the condition that the north /south access road is constructed with curb and gutter. Weyrens stated that since the public hearing, the property owner is requesting to only construct the length of the north /south access needed for the development of Lot 1, Block 1. Linda Brown spoke on behalf of the property owner. She stated that the property owner is looking to only construct the improvements that are necessary for the development of Lot 1 and proposed to construct one holding pond, sidewalk adjacent to County Road 133 and approximately one -third of the access road and utilities. The City Engineer had submitted written comments questioning the length of pavement that would be constructed with phase one and indicated that the amount of utility infrastructure to be developed must provide for adequate fire protection and circulation. Tom Herkinoff, property owner engineer, indicated the plans will be revised to meet the requirements of the City Engineer. Rieke made a motion to recommend the Council approve the revised preliminary plat entitled St. Joseph Professional Plat with the following conditions: 1. The length of road section to be constructed with Phase 1, will be determined by the site plan for the fast food restaurant. 2. The utilities will be extended beyond the paved area. 3. The Fire Hydrant and water circulation must meet the requirements of the City Engineer. The motion was seconded by Meyer and passed unanimously by those present. St. Joseph Parish, Building Permit Request: Weyrens stated that the Building Official was presented a request for a building permit to construct a storage building at the St. Joseph Cemetery. The property is currently zoned E & E and as such there are very little regulations for building, but all permits must be approved by the Planning Commission and City Council. Dave Thelen, St. Joseph Parish, approached the Commission to discuss the proposed building plans. He stated that the Church is requesting a building permit to construct a 105 x 40 storage facility. The facility will be stick construction and be used for storage. Deutz questioned if pole barn construction is permitted in the City, to which Weyrens stated the E & E Zoning District is the only that does not limit the type of building material. Kalinowski questioned ownership of the cemetery and if the Parish is the legal owner or if the Cemetery Association is the owner, to which Doug Danielson stated that he was uncertain. Meyer made a motion to recommend the City Council authorize submittal of an application for a building permit for St. Joseph Church to construct a 105' x 40' structure at the St. Joseph Parish Cemetery located adjacent to CR 121.
