Steve Frank Mr. Keith Schleper, d.b.a. Chiropractic Connection, PLLC has submitted the attached
Bob Loso application to the Business Fagade Architectural Grant Program.

Dale Wick Mr. Schleper will attend the EDA meeting at approximately 6 p.m. Mr. Schleper contemplates
the addition of a four foundation plantings, installation of trees (number not provided), turf
EDA improvement on site, and the replacement of an existing sign at 709 Co. Rd. 75. Currently pylon
Carolyn Yaggie— signs are not allowed in the City of St. Joseph, however, this project replaced the sign face and
Heinen was therefore allowed. The sign face has already been changed out.

Steve Frank As you know, the BFA Grant Program covers design and construction costs associated with
Tom Skahen improvements to property that are visible from a public right -of -way. The installation of
Dale Wick landscaping is specifically allowed as a use under the current guidelines.
"Qualifying projects must be of an approved design, be applied for by commercial
property owners and /or merchants, and be applicable to exterior building,
landscape improvements, and other similar improvements visible from a public
right-of-way."
The BFA guidelines also allow for reimbursement of projects if the work was completed
previously provided there was a compelling reason for doing so.
The EDA's 2012 capital allocation included funding for BFA Grant applications and other
revitalization efforts. The balance is sufficient to cover this BFA application. BFA program
oversight and authority for grant approval was delegated to the EDA.
Action:
EDA consideration of the grant application is kindly requested.
