SUBMITTED BY: Administration BOARD /COMMISSION /COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: BACKGROUND INFORMATION: The Council must review and accept gambling permits that will allow lawful gambling at specific sites. The Central MN Sexual Assault Center has submitted a request to conduct pull tab gambling at the Middy. Ordinance 62 requires that 10 percent of the net proceeds must be spent within the trade area. Staff will monitor the required quarterly contribution reports to assure that the 10% contribution is satisfied. This is a group that does provide a service to the residents of this area. This page intentionally left blank CENTRAL MN SEXUAL ASSAULT CENTER OVERVIEW OF AGENCY PROVIDED FOR CITY OF ST. JOSEPH The Central MN Sexual Assault Center (CMSAC) has their main office in St. Cloud, although the majority of services are provided at a variety of settings. Over 50% of services are provided in Stearns County. Our total service area consists of 4 counties (Wright, Stearns, Benton, and Sherburne) in Central Minnesota. This service area covers 2,850 sq. miles and has a population of 402,292 people. We continue to get calls from other surrounding counties that are not serviced by a sexual assault center or from other counties because of discomfort with dealing with their programs due to the smaller communities and their concern about confidentiality. These facts in addition to our positive collaborative working relationships with systems' personnel results in a very high volume center, in terms of services provided. CMSAC averages 350 -450 new cases of sexual assault with 3,500 -4,500 service contacts with individuals every year. Last year we responded to 105 cases just in hospital emergency rooms alone. The need for services is well documented. St. Joseph residents receive services from the Center. We do provide services on -sight at Kennedy elementary. We work collaboratively with St. Joseph Police Dept on criminal sexual conduct cases. We have provided training for the police dept. The police dept. has been community partners in past grant goals. Our Center also works with CSB to provide services to the students there. Various community groups have requested a speaker from the center. St. Joseph citizens can access all of our services provided free of charge, as mandated by the State of MN. CMSAC operates a 24 -hour crisis line. It is staffed by trained volunteer advocates and a staff back -up person at all times. Advocates are also available 24 hours a day to provide services to sexual assault victims at medical facilities, law enforcement centers, and during court/legal proceedings. Support groups are available for sexual assault victim/survivors, for concern persons, and for adolescents. Support counseling is also provided on a one -to -one basis. The center provides referral services to other agencies /providers that may provide a necessary service unavailable at our center. There are part-time office hours available in Elk River, Monticello and Buffalo to increase accessibility for individuals living in those counties. Several area schools provide office space for us to provide services to students. The center continues to be part of the "Response Team" for sexual assault victims at the St. Cloud Hospital Emergency Room. The center's staff is responsible for follow -up with these cases. A task force with multi- disciplinary representation meets quarterly at the St. Cloud Hospital to ensure a quality response to sexual assault victims via an established community care plan. Other smaller hospitals in Buffalo, Princeton and Monticello call in advocates for sexual assault cases. Education and awareness training regarding sexual assault issues is another important service provided to the communities we serve. The prevention education is provided to school systems, professional groups, and other concerned community groups. The Center also provides professional training for a wide variety of multi - disciplinary professionals. We have written grants to provide law enforcement with professional training re: sexual assault cases that the grants pay for. There are currently 7 paid staff positions at the center. These positions are Executive Director, Administrative Assistant, Multi- County Coordinator, Youth Service Coordinator, Client Services Coordinator, Direct Services Professional, and Technology Safety Educator. CMSAC is actively involved with interagency networking/coordinating. Staff and volunteers work cooperatively with County Social Service Agencies, County Attorney Offices, Battered Women Programs, Law Enforcement Centers, Mental Health Center and other therapists, local colleges /universities. medical facilities, and other pertinent service providers. Center staff and volunteers often participate in committees with other programs to plan relevant community events and activities. There are 2 active Family Violence Councils and one Task Force in our service area. We have successfully completed several collaborative projects in the communities we serve. One of our strengths is evaluating the needs of communities we serve and developing services to respond to those identified needs. The center has made huge strides in responding to changing demographics in our service area. Specific efforts have been made toward outreach in communities of color, including immigrant groups. We have developed and implemented innovative services with culturally specific approaches. We have much needed progress to make in this area. We strive to provide quality, professional services to victim/survivors of sexual violence and impact the future with prevention awareness education.
