PREVIOUS COUNCIL ACTION: In 2008, 2009 and 2011 the City Council authorized the root
foaming of 8,398 feet of sanitary sewer mains.
BACKGROUND INFORMATION: In 2008, 2009, and 2011 the City root foamed 8,398 feet of clay
sanitary sewer mains in the Park Terrace area. After the project was completed the City staff reviewed
the effectiveness of the application and questioned the results. Due to the concerns of the City, the
company agreed to re -apply the product at no cost. Upon completion of the second application the staff
again reviewed the effectiveness and accepted the work.
Dukes root control will root foam the original 8,398 feet of sewer main again in 2012 at no cost to the
City. Staff found re- growth of roots that were in question. Staff is recommending root foaming 3,230' of
8" clay tile in 2012. This portion has not been foamed in the past. This length of pipe would be on a two
year rotation opposite of the 8,398 feet. This foam has an herbicide that will kill most roots that have
worked into the sanitary sewer piping.
Root foaming was included and funded as part of the 2012 budget.

DESCRIPTION:
JUSTIFICATION: Account Code: E602- 49450 -300
Much of the original Village site has old clay tile sewers servicing the area (approximately 4.4 miles of clay
tile). The sewer mains are getting close to reaching their useful lives and will need replacing soon. To
determine which sewer mains need replacing Public Works can televise the sewers to assess how well the mains
are currently functioning. Ideally, the mains would be replaced when a street reconstruction project is planned.
Roots growing into the clay tile mains can be treated and cut back on an on -going basis to keep the mains from
collapsing. Televising and root foaming should continue to help avoid sanitary sewer backups as much as
possible.
