HomeMy WebLinkAbout2012 [02] Feb 06 February 6, 2012 Page 1 of 1 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session on Thursday, February 6, 2012 in the St. Joseph City Hall, opening the meeting with the Pledge of Allegiance. City Council Members Present: Mayor Rick Schultz, Councilors Dale Wick, Renee Symanietz, Steve Frank, Bob Loso and City Administrator Judy Weyrens Planning Commission Members Present: Chair S. Kathleen Kalinowski. Commissioners John Meyer, Joe Dubel, Ross Rieke, Gina Dullinger, Brad Cobb. Council Liaison Rick Schultz. City Administrator Judy Weyrens. City Representatives Present: Public Works Director Terry Thene and City Engineer Randy Sabart Others Present: Jon Petters, Peter Gillitzer, Sam Deleo. Concept Plan — Villages at CSB: Weyrens stated that the staff has received a concept plan for a senior housing development entitled the Villages at CSB. The plan includes twin homes, row homes and two eight unit facilities providing 24 hour care. Staff has requested the City Council and Planning Commission review the concept plan before considerable resources are devoted to engineering and review. The proposed subdivision requires a 21 foot variance on the front yard setback, has multiple access points to Callaway Street, includes parking areas backing on to the City street and narrow streets. Peter Gillitzer spoke on behalf of Collegeville Communities. Gilltzer stated that they are excited to submit the concept plan for a senior housing project. Two different concept plans have been submitted, with one plan utilizing a 28' drive with access to and from Callaway Street and the second utilizes a cul -de -sac limiting access to Callaway Street. The preferred plan is the concept utilizing the 28 foot roadway. This plan meets all the City requirements with the exception of the front yard setback and road width. Collegeville Communities would prefer the road to be classified as private, not requiring construction to City standards; however, the staff has indicated that the Council may not be receptive to this concept. Schultz and Wick concurred that a private street is not an option as the City has been working with issues in two developments where the City allowed private streets and now the City is being asked to take over possession of the streets which are not built to city standards. The City Council and Planning Commission discussed the need to limit the access to Callaway Street and the possibility of working with the adjoining property owner to construct the road on the southern edge of the property accessing Callaway on the outer boundary of the plat. The developer stated that the adjoining property owner does not wish to work with the developer on a common access so that is not a possibility at this time. Sam Deleo stated that he understands the concern of the Council and Planning Commission and he has drafted many different iterations and the two presented this evening are the best plans; however, he will consider other options based on the information presented at this meeting. The Council and Planning Commission expressed support for the project and encouraged the developer to continue working with staff on a revised plan.
