SUBMITTED BY: Police Chief BOARD / COMMISSION /COMMITTEE RECOMMENDATION: None PREVIOUS COUNCIL ACTION: See Below BACKGROUND INFORMATION: The cities of St. Joseph, Waite Park, Sauk Rapids and Sartell share the cost of a person who is in the gang and drug task force. Since we passed the last joint powers agreement, the two task forces from Central MN Drug Task Force and the St. Cloud Drug and Gang Task Force have combined. Both agencies received funding through the State and the State will no longer fund both agencies so the Task Forces will be combined. The new task force is now the Central MN Violent Offender Task Force. This action does not change any terms or costs; it simply creates the new agency. BUDGET/FISCAL IMPACT: No change same as before. ATTACHMENTS: Request for Council Action Joint Powers Agreement REQUESTED COUNCIL ACTION: Authorize the Mayor and Administrator to execute the JPA eliminating the Central MN Drug Task Force and becoming a partner in the Central MN Violent Offender Task Force. THIS PAGE INTENTIONALLY LEFT BLANK AGREEMENT TO TERMINATE CENTRAL MINNESOTA DRUG AND GANG TASK FORCE JOINT POWERS AGREEMENT WHEREAS, the parties to the Joint Powers Agreement to form the Central Minnesota Drug and Gang Task Force, formerly known as the Central Minnesota Major Crime Investigative Unit have agreed to merge that entity with the St. Cloud Metro Gang Strike Force in order to promote the efficient use of law enforcement resources in Central Minnesota; and, WHEREAS, the new entity, Central Minnesota Violent Offender Task Force, will be established upon the execution of a joint powers agreement by all of the parties to that agreement; and, WHEREAS, the parties to the Central Minnesota Drug and Gang Task Force Agreement wish to terminate that agreement and provide for the transferal of all assets owned now by the MCIU and Drug and Gang Task Force to the Central Minnesota Violent Offender Task Force. NOW, THEREFORE, the parties agree as follows: 1. That the Joint Powers Agreements forming the Central Minnesota Major Crime Investigations Unit and the Central Minnesota Drug and Gang Task Force shall be terminated upon the execution of the Joint Powers Agreement to form the Central Minnesota Violent Offender Task Force by all parties. 2. That the Central Minnesota Major Crime Investigation Unit shall continue to exist as an entity for the purposes necessary to the administration of the 2012 Minnesota Department of Public Safety Office of Justice Programs Grant and shall be terminated upon completion of the grant. Upon the execution of the Central 3. Minnesota Violent Offender Task Force Joint Powers Agreement, the Central Minnesota Major Crimes Investigation Unit shall operate under the supervision of the Task Force Board. 4. Upon the termination of the Central Minnesota Drug and Gang Task Force Joint Powers Agreement, all equipment, funds and other assets owned by that entity shall be transferred to, and become the property of, the Central Minnesota Violent Offender Task Force.
