[07a] Business - Downtown Footprint Rendering

Councilors Steve Frank RE: Downtown "Footprint" Discussion Bob Loso Renee Symanietz Dale Wick Background. As you recall, at the March meeting the EDA reviewed several architectural renderings of EDA downtown images from various websites. The purpose of the review was to discuss continued Larry Hosch emphasis on creating a visual representation of the 'downtown footprint'. Several members Chad Davey thought this type of activity had already been undertaken. Others noted the City only has Steve Frank jurisdiction over the public realm and not private property. All members thought that visioning Tom Skahen should be undertaken by the Council and several committees including the Park Board, Dale Wick Planning Commission and EDA. Similarly all members noted a need to produce results in a relatively short time frame. The Board reached concensus at the March meeting that at their April meeting they would review maps and renderings previously produced by the Mn. Design Team and the EDA and discuss the issue further. To those ends please find included in your packet: 1. An map illustrating the "Downtown" as described by Ordinance and its relationship to the Central Business District included in the official zoning map. 2. A marked up map of "Sub -area 1" as created by the Rental Housing Task Force. The mark -up illustrates the location of certain properties and the ideas /conclusions reached by the Task Force relating to certain properties. 3. A marked up map of "Sub -area 2" as created by the Rental Housing Task Force. The mark -up illustrates ideas generated by the Task Force, the Minnesota Design Team, and the street/landscaping plan created by Scenic Specialties. This map is the heart of the downtown as identified in item #1 above. Action. The EDA is asked to review /comment on efforts relating to a 'downtown footprint'. The EDA should decide whether or not additional attention should be recommended for this project. The decision shall be communicated to the Mayor and Council. Ma. Other Thoughts • Archway over alley or between laundromat and grocery - see drawing • Landscaping by City Hall & annex - see drawing with kiosk • Minnesota Design Team envisioned cobblestone alley with rear shop entries pedestrian mall type layout from College to 1 — see drawing attached
