Pursuant to due call and notice thereof, the Fire Board for the City of St. Joseph and Townships of St.
Joseph and St. Wendel met in Special session on Wednesday, November 1, 2011 at 6:00 PM in the St.
Joseph Fire Hall.
Members Present: Fire Chief Jeff Taufen, City of St. Joseph Representative Bob Loso, St. Joseph
Township Representative Jeff Janssen, St. Wendel Township Representative Greg Salk. City
Administrator Judy Weyrens.
Others Present: Justin Honer, Assistant Fire Chief
Minutes: Loso made a motion to approve the minutes of August 10, 2011. The motion was
seconded by Janssen and passed unanimously.
Financial Report: Weyrens presented the following 2 Quarter Financial Summary:
Revenues $ 226,174.44
Expenditures $ ( 128,712.44)
Fund Balance $ 690,067.81
Salk made a motion to accept the 3 Quarter 2011 Financial Statement as presented; seconded by
Janssen and passed unanimously.
Fire Chief Reports — Taufen updated the Board on the status of firefighters completing Iicensure
requirements, completion of the parking lot seal coating, fire truck inspections, awarding of DNR matching
grant, and sale of surplus tire truck.
New Business
Fire Pumper Truck: Taufen reported that with the approval of the City/Township of St. Joseph and St.
Wendel Township, sealed bids were solicited for the construction and purchase of a chassis and pumper
body. The City mailed notice of the request for bids to the three major truck builders and it was also
advertised for a three week period. The bids were due on October 27, 2012 and only one (1) bid was
received, which was form Rosenbauer in the amount of $ 479,591.00. Taufen stated that the Fire Board
had established a budget of $ 538,000.00 and $ 400,000.00 was financed through bonding.
Loso made a motion to recommend the City Council accept the bid of Rosenbauer in the amount
of $ 479,591.00 to construct and deliver a Chassis and pumper body as identified in the bid form
specifications. The motion was seconded by Salk and passed unanimously.
Pagers: Taufen reported that the pagers used by the Fire Department are becoming outdated and in
need of replacement. In addition, a federal mandate requires public safety radios to be programmed to
narrow band. Of the 30 pagers used by the Department, only 18 are capable of reprogramming and the
cost of such is approximately $35 per pager. This leaves the department 12 pages short. Stearns
County is requiring all agencies to update the pagers at this time as they administer 911.
When questioned as to the cost of the reprograming and new pagers, Taufen stated it is estimated the
total cost for reprogramming would be $ 630 and the purchase of 14 new pagers (adding two spare)
would be $ 7,751.02. Based on a quote from Granite Electronics, each pager will cost $ 506.00. The
Board concurred that the cost is not discretionary and funds have been set aside in a pager fund for such
expenses. Therefore, Loso made a motion authorizing the expenditure of $ 8,201.03 for the re-
programming of 18 pagers and purchase of 14 new pagers. The motion was seconded by
Janssen and passed unanimously.
Officers: Taufen reported that annually the fire department recommends the appointment of officers for
ratification by the Fire Board and City Council. So the that not all the officers are appointed in one

calendar year, the positions are staggered and this year the positions for appointment include: Assistant
Fire Chief and three captains, of which one is a one year term and two are two years terms. The
department received on application for assistant fire chief, and four for captain. The investigating
committee is recommending the appoint of Justin Honer as assistant fire chief, Ken Jacobson and Mark
Winter as captains for two years, and Paul Phillipp for captain serving one year.
Salk made a motion to accept the recommendation of the Investigating committee appointing the
officers as follows:
Assistant Fire Chief Justin Honer 2011 — 2013
Captains Ken Jacobson 2011 — 2013
Mark Winter 2011 — 2013
Paul Phillipp 2012 — 2012
The motion was seconded by Loso and passed unanimously.
Membership: Taufen reported that the department received 11 applications for the open fire positions
and the investigating committee is in the process of screening the applications. It is anticipated that the
testing will be complete late 2011 with a start date of January 2012.
Adjourn: Salk made a motion to adjourn at 6:39 PM; seconded by Loso and passed unanimously. .
