AGENDA ITEM: 20% Attendance
BACKGROUND INFORMATION: Last year, we had one member, Daryl Schloemer, not able to make his
20% minimum attendance to page out emergency calls. He received a letter notifying him of this and
that he would not be getting credit for that year of service. He was also told that for the next six
months he would be on probation and that if he did not make the 20% his time with the St. Joseph Fire
Department may be in jeopardy. So far we have had 136 calls and he has responded to 18, or 13.2 %.
The fire departments investigating committee has talked briefly on this and it is their consent that he
should be let go. He joined the department back on 7 -8 -08 and has not shown much interest since then.
Two years ago, Greg Koutoupas, did not make the 20% for the first six months and was notified that he
need to pick up his attendance and at the end of the year he was just above the 20 %. Last year, Greg
was just above the 20% at both the six month and the end of the year. For the first six month period this
year, he is at 16.2 % and is almost impossible for him to make the 20% in the next 22 days. Greg started
with the department on 1 -13 -09 and like Daryl, has not shown great interest. The investigating
committee has also talked about Greg and what, if any thing can be done or is this something that the
department will have to deal with for the next 17 years?

Re: Emergency Response Attendance
Over the first six months (12 -1 -10 to 5- 31 -11) the St. Joseph Fire Department responded to 125 paged
out emergency calls. You responded to 25 of the 125 calls, which put your percentage at 20%. Over the
next six months (6 -1 -11 to 11- 30 -11), the St. Joseph Fire Department responded to 177 paged out
emergency calls. You responded to 18 of the 177 calls, which put your percentage at 10.16%. The total
cumulative calls for the year was 302, and your cumulative response to these calls was 43, which puts
your percentage at 14.23%
Section 401.17 - Emergency Response Attendance, of our bylaws reads:
The SOD is responsible for responding to emergency situations in a timely fashion with adequate resources. Members are
encouraged to respond to as many emergency calls as possible. All members must respond to a minimum of 20% of paged calls
assigned to their station. Non-paged calls will not be counted towards the 20% minimum. Attendance for calls will be taken after
appropriate time has been allowed for members to reach the fire station. Members are generally expected to respond to a call
within seven minutes and to remain until the caii is completed. Call percentages are reviewed semi - annually.
When a member does not meet semi - annual attendance requirements, the investigating committee will notify the member
following the release of the semi - annual percentages. The member has ten (10) days from notification to contact his or her
reporting officer to discuss the low attendance. Disciplinary action, including up to termination of membership, may be commenced
if the reporting officer has not been contacted by the 11th day.
Any member who fails to meet the cumulative attendance requirement (the semi - annual percentages will be averaged for a
cumulative average) will not qualify or be eligible for benefits provided under the Fire Relief Association Fund for that year.
The Investigating Committee has met and discussed this issue and, as stated in Section 401.17, is now
notifying you of your percentage and that you will not receive credit for this year's service under the
Relief Association. We have also discussed that, if you fail to meet the 20% minimum in the next six
months (12 -1 -11 to 5- 31 -12), your membership with the St. Joseph Fire Department may be in jeopardy.
