BOARD /COMMISSION /COMMITTEE RECOMMENDATION: The Park discussed the need to stabilize the
monument and indicated that legacy funds may be an opportunity and requested staff research.
PREVIOUS COUNCIL ACTION:
BACKGROUND INFORMATION: Staff contacted the grant administrator on March 26, 2012 to see if the project
is a candidate for funding and finally on May 8, a response was received. The grant administrator indicated that
the City could pursue funding through the collections care category. The staff is requesting authorization to
submit a grant on behalf of the City of St. Joseph to stabilize the monument as the project cost is anticipated to be
$ 25,000.
For those that are not familiar the monument is dated in the 1940's and was constructed through the Works
Project Administration (WPA). This program helped carry out public projects employing large numbers. In fact,
the baseball park was built with this same program as it was a dump before the park. The monument relates to
the Sioux Uprising

Judy,
It is feasible. Stabilizing a historical monument is an eligible project and the City will be an eligible applicant.
You would apply with a regular application and the category would be Collections Care.
There are a few special issues you would want to address about the monument. First you want to be clear about
who owns the monument and who owns and maintains the land it is on. You also want to address public access
to the monument; can people get to it during regular hours? Finally, you want to speak to its historical
significance.
The cost would make your request a mid -sized grant. The required pre - application deadline for requests of that
amount is June 1.

St. Joseph. The marker is dated in the early 40's and relates to the Sioux Uprising. Everyone thought the
monument was listed on the national registry, but I cannot find it. Regardless, the monument is sinking as the
foundation is failing. The cost to preserve the monument is approximately $ 25,000. Would this project qualify
for funding or what would we have to do so that it would qualify. The City would like to see the monument
preserved.
