JOSEPH •, Council Agenda Item 9 MEETING DATE: May 17, 2012 AGENDA ITEM: Sidewalk and Beautification SUBMITTED BY: Engineering /Staff BOARD /COMMISSION /COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: The City Council authorized the design of the following projects: Sidewalk — CR 2: East side of CR 2 extending to the trail East side of 12 Avenue from MN Street to CR 75 East side of CR 133 to mid - access to Coborns Beautification Plantings and monument at intersection by Kay's Along the trail to the Wobegon Facility BACKGROUND INFORMATION: Staff is still working on the final plans for projects identified above and they will be forwarded as soon as they are ready. The City has received the information from Scenic Specialties for the streetscape and landscape work and that follows this cover sheet. Since the Council had this discussion, the St. Joseph Action Group has requested to hang flower pots from Tight poles similar to Redwing. The Public Works Director has spent considerable time discussing the maintenance and brackets and has provided additional information. The flower pots and plants would be privately paid for and the City would be responsible for the brackets, installation and ongoing maintenance. Based on information received from Scenic Specialties, each pot will weigh 75 pounds when water and the selected poles will each have two pots. Therefore, Terry contacted the street light distributor and the first brackets that they recommended were $ 551.00 per bracket. Additional research indicated that other brackets could work. This becomes a decision for the City Council as the City did not budget for staff time to take care of the flowers or the expense for the brackets. Staff is not opposed to the flowers but has questions about the maintenance. To get a better understanding of the time involved the Public Works Director has had many discussions with the gentleman from Redwing who has provided considerable information. The following document is a cost estimate for the maintenance, using both full time staff and seasonal (the City did not budget for seasonal). There will be clean up after the plants also. I estimate approximately 300hrs just for watering and minor clean up. Full time staff $15,000.00 (Does not include holidays) Part time staff $3,230.00 (This may require 2 seasonal to split weekends and holidays) Flower pot hanger's $3,500.00 (17 double hangers at 170.00 each) (initial order would include 2 spares) Custom Hangers $2,000.00 (17double hangers at 170.00 each) (initial order would include 2 spares) Flower pot hangers installation drilling - $1,100.00 - staff looked at this and decided that with the wiring inside the pole an electrician would be the person to drill the holes to not damage the light itself. The heads would be removed and the wire's dropped and the holes drilled. The heads would be reinstalled after the drilling. This price is an estimated price from an electrician (Total estimate $ 3,600 and shipping would have to be added. Shipping time is approximately 5 to 6 weeks) With the custom made clamp on brackets the drilling of the poles would not be required. The design of the brackets is the same as what is used in the City of Redwing. These would be made locally. There will be full time staff time involved with the flowers, clean up that will be required occasionally and watering when seasonal help is not available certain days. I would suspect there would be damage occasionally from storms and overly active persons on occasion. Staff will get request from the public to perform maintenance on the flower pots, how much time is not known at this time. I have talked with the City of Redwing and they have confirmed that the planters need water mixed with fertilizer daily. They also informed me that they've had a certain amount of corrosion on the poles due to the fertilizer in the water. The City of Redwing installed pans under the planters to catch the excess fertilized water so it did not enter the storm sewer, this came from concerned citizens.
