Resolution Revoking State Aid — CSAR 2

BACKGROUND INFORMATION: The staff met on Tuesday, May 15, 2012 with County Engineer Jodi Teich and
Jeff Miller to discuss the revoking the current state aid designation for current CR 2 to the new CR 2. The action
before the Council at this time is to only revoke State Aid designation along CR 2 from 1 -94 to College Avenue.
State Aid requires approval by a municipality if a CSAR is being revoked. However, the portion in the Township
does not require approval. Since the new alignment for CR 2 will have CSAR designation, MnDot is requiring the
County to revoke designation for the current portion before they can bid the new alignment. Jodi Teich indicated
that the project is set for bid advertising in early June.
With regard to the turn back of existing CSAR, the revoking of the State Aid designation will not impact the
condition of the road once turned back to the City. Jodi Teich has agreed to negotiate the terms of the turn back
as we go forward. The turn back will not happen for a couple of years.
Just as a reminder, the City will be able to add the mileage from this designation to the current mileage, it is an
additional allotment since the road was already classified.

Resolution 2012 -010
Revoking County State Aid designation — CSAR 2
WHEREAS, the County Board of the County of Stearns did adopt a resolution on
November 15, 2011, revoking County State Aid designation along County State Aid
Highway No. 2 within the corporate limits of the City of St. Joseph, as follows:
1.3 miles of CSAH 2 from Interstate 94 in the southwest quarter of Section 9,
Township 124 North, Range 29 West, thence northeasterly approximately 1.1
miles to the intersection with College Avenue (County Road 121), thence
northerly approximately 0.2 mile to the intersection with CSAR 75in the
northwest quarter of Section 10, Township 124 North, Range 29 West, and there
terminating.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Joseph
that said revision is in all things approved.
