The letter contains a request for funding for flower baskets to be hung in the Renee Symanietz public right of way adjacent to College Avenue and Minnesota Street. Dale Wick As you know, the BFA Grant Program covers design and construction costs associated with EDA improvements to private property that are visible from a public right -of -way. All work must be done on the exterior of the building/property and/or result in a publicly Dale Wick visible improvement. 2. All work done must be in accordance with the City of St. Joseph Code of Ordinances, the Downtown Revitalization Plan and subsequent design guidelines, and the building code. All required permits must be obtained. Work shall include the correction of any known exterior building code violations. 3. Work in progress or performed prior to project approval will typically not be eligible for funding unless the EDA finds significant underlying purposes for work beginning prior to project approval. 4. Funds may be used for the design of exterior building improvements, awnings, windows, doors and /or site landscaping resulting in a publicly visible improvement and for actual construction costs related to an approved improvement. Other uses may also be eligible if prior approval is granted by the St. Joseph Economic Development Authority. 5. Signs are eligible for this program but must be in connection with a facade improvement project. 6. The following types of property are not eligible: • Tax delinquent • Special Assessment delinquent • Property in litigation • Property in condemnation or receivership • Tax exempt properties • CITY OF ST. 1 OSEPH www.cityoistioseph.com • Exclusively residential buildings • Properties zoned industrial • New construction projects on lots previously undeveloped (redevelopment and/or rehabilitation projects remain eligible) • Property considered non - conforming to the City's Code of Ordinances, unless the proposed improvements are intended to correct all the non - conforming issues. While the BFA grant has been used to assist with landscaping, the EDA has not considered improvements in a public right of way as eligible. The EDA's 2012 capital allocation included $8,000 in funding for BFA Grant applications and other revitalization efforts. The EDA has approved two BFA requests and has three pending for the May meeting. BFA program oversight and authority for grant approval was delegated to the EDA. Box 668 St. Joseph MN 56374 31 1 i� iy City of St. Joseph Project Downtown St.Joseph Minnesota Street (and depending on how many baskets get sold for 2012, start on College Ave.) Hopefully, this will will grow and be an annual project that will have more baskets each year. Goal is for 30 hanging baskets for summer 2012 Ideally, the baskets would go up the end of May and down the end of September. It would be nice to have the baskets through the last Sunday of September, which is Millstream Arts Festival that takes place each year on the last Sunday of September on Minnesota Street. Baskets would be purchased by businesses and individuals. They'can be purchased as a full or a half basket. 2012 baskets are currently growing with Scenic Specialities of St. Joseph. They are a current member of St.Joseph Chamber. All donations, including purchases of baskets, donations for the expenses, and "in kind" donations, will be recognized with an ad in the The Newsleader. Expenses in addition to the purchase of the completed hanging basket are as follows: 15 custom made steel brackets (each bracket is mounted on a light pole and holds a basket on the right and the left) Clamps or holders to secure the 15 brackets to the city light poles. Pans for the 30 baskets to catch the fertilizer water upon watering. Daily maintenance of fertilizer/water to the 30 baskets. Labor to the city for installation ,of the brackets.
