project with the defined time schedule, within a prescribed budget, and within specific quality and
program guidelines. (Owner's Name) has contracted with the architectural firm, (A/E's Name), for

III. Contract between Owner and Construction Manager
The STANDARD FORM OF AGREEMENT BETWEEN OWNER AND CONSTRUCTION
MANAGER WHERE THE CONSTRUCTION MANAGER IS NOT A CONSTRUCTOR (AIA
Document B801 /CMa -1992 edition) will be used as the basic contract for agency construction
management services. The Owner reserves the right to make modifications to this document. hi the
event of any conflict between the terms and conditions stated in any amendments and those in any part of
AIA Document B801 /CMa, the amended document shall supersede the AIA Document B801 /CMa and
shall govern in all respects.
IV. Scope of Work of the Construction Manager
1) Assist project team (owner, architect /engineer, construction manager, consultants) in finalization
of budget and program schedule.
2) Prepare a management plan and strategy based on the Owner's project parameters and proposed
schedule.
3) Review design studies and documents, preparing a statement of probable construction cost and
continuously update the cost information.
4) Scheduling of project delivery from planning and design phase through construction and owner
move -in.
5) Development and documentation of general conditions to be included in technical specifications
to facilitate the use of the agency construction management project delivery system.
6) Application of value engineering during design development, construction documents and
bidding phases, including direction in "constructability" and "contractibility" decisions.
7) Review of the contract documents prior to issuance to bidders for proposals
8) Determination of divisions of work to facilitate the multiple bidding process.
9) Identification of Owner direct purchase items.
10) Survey and analysis of the labor pool and local contracting practices.
11) Development of bidding competition to generate the most favorable pricing.
12) Organization and chairing of pre - construction meetings with contractors.
13) Communication with bidding contractors to clarify conditions and resolve discrepancies in
bidding documents.
14) Assistant to the Owner during the bidding process so that the receipt of proposals is properly
conducted.
15) Review of proposals with the Architect and Owner to determine if those being considered are
complete and in the Owner's best interest.
16) Leadership in negotiations with the contractors on behalf of the Owner
17) Administrative assistance in the singing of contracts and the accumulation of required
documents.
18) Develop and implementation of the on -site construction schedule.
19) Coordination of contractors at the site on a full -time basis.
20) Chairing of project and progress meetings with contractors.
21) Organization and administration of a system for expediting material and equipment.
22) Establishment and administration of a project reporting system.
23) Institution and coordination of the progress payment procedure for contractors.
24) Procurement and control of construction support requirements for the project.
25) Assistance to the Owner and contractors with respect to any labor relations efforts connected
with the project.
26) Design and implementation of the project's quality management program.
27) Administration of contract changes and the project's change order procedure.
28) Cost tracking and the administration of a project cost accounting program.
29) Assistance in the resolution of disputes arising from the performance of the contractors.
30) Overview of safety programs
31) Coordinate securing of appropriate building permits.
32) Coordinate the administration and filing of warranties and guarantees.
33) Coordinate with the contractors for required inspections.
34) Coordinate the submittals of Operating and Maintenance Manuals for Owner.
35) Assist in the close -out of construction contracts.
36) Assist the Owner with move -in.
V. Instructions to Applicants
1) Applicants must submit ( ) copies of their proposal by 4:30 p.m.,

this time. The package containing copies of proposals should be clearly marked "Agency
Construction Management Service Proposal."
3) Proposers will not be permitted to provide any of the architectural, construction or contracting
services for this project.
4) Proposals must provide the following information in this order:

How many years has your firm provided agency construction management services?
What other services does your firm presently provide, besides agency construction management?
If you provide construction services and/or architectural/engineering services, do you provide either or
both of these services on projects where you serve as construction manager?
Professional Organization
How many people are in your organization?
How many of these are assigned to full -time agency construction management activity?
Of those listed above, how many are in -house personnel?
List the number of in -house construction management personnel in the following categories and their
years of experience in that area:
1. Principals
2. Project Managers
3. Field Managers or Superintendents
4. Resource or Administrative Personnel
List of professional and trade associations represented by in -house personnel in your organization.

Lump sum fee for agency construction management services during planning and design, bidding and
award, construction and post - construction phases. The lump sum fee must include all construction
management home office and on -site personnel to be expended on the project, including all travel,
auto /pick -ups, and living expenses, overhead and profit.
Identify any reimbursables to be paid to the Construction Manager above and beyond any items identified
listed above.

evaluated to be most advantageous to the (Owner's Name). Further the (Owner's Name) reserves the
right to disqualify any proposal or to reject all proposals if it is deemed to be in its best interest.
The (Owner's Name) shall not be liable for any expenses incurred by the proposer including but not
limited to expenses associated with the preparation of the proposals.
The (Owner's Name) reserves the right to reject any and all proposals or to request additional
information from all proposers.
