The Regional Human Rights Joint Powers Board has not finalized its budget for 2013 because the CDBG
support services agreement will be finalized next week. We now know that the 2013 CDBG allocation
will be increased to $70,000 (from $64,812). We also know that there is a fund balance in our contract
with the State of Minnesota, so the contract amount with the State can remain at $110,000. The cost of
the contract in 2012 is a total of $110,000. As you know, the St. Cloud CDBG appropriations will make-
up $70,000. This requires $40,000 from member cities to make full payment to the State of Minnesota.
In addition, as we previously discussed, there can be charges that are not appropriate to be paid from
the State's contract budget. For example, the public officials liability insurance charge (through the
League estimated at $1,300) to cover any liability incurred by the Board is an inappropriate expenditure
through the contract. While we have not incurred any, there could be other charges that are related to
the Joint Powers Board as an organization that are separate from the contract with the State. Thus, I
have included in the 2013 Proposed Budget $2,000 to cover these types of costs. This will bring the total
budget to $112,000, leaving $42,000 to be split on a per capita basis between the two member cities.
