MEETING DATE: August 1, 2012 AGENDA ITEM: Fire Fighter 1 & 2 BACKGROUND INFORMATION: To become a member of the St. Joseph Fire Department, all new members must pass FF1 and become State Certified. This class normally cost the department $850.00 per member (Class, Books, & State Certification). The MBFTE has just announced that FF1, FF2, and Haz -mat OPS along with the state certification will now be done FREE of CHARGE. Right now, new members have two years to complete First Responder, FF1 with Haz -mat and State Certification, and get a Class B license with tanker endorsement. My concern is that if they have to do the FF2, they may not have enough time to get this done. BUDGET /FISCAL IMPACT: Cost of drill time for FF2 ATTACHMENTS: No REQUESTED ACTION: Get the Fire Board's feeling on what they think we should do with the FF2 and the two year window. UL,MN55101 ide MBFTE s; 1 TELEPHONE: 651-201-7257 FAX: 651-215-0525 EMAIL: fire- training.board @state.mn.us ''" `c WE13SffE www.mbfte.state.mn.us NFPA 1001 Firefighter Training Fact Sheet Minnesota Fire Service Public Training Providers Private Training Providers NFPA 1001 Fire Training State Fiscal Year 2013, July 1, 2012 -June 30, 2013 The Minnesota Board of Firefighter Training and Education (MBFTE) is very excited to announce a training initiative that will provide NFPA 1001, (Firefighterl, Firefighter 2, Haz -mat OPS) and Firefighter 1 and Firefighter 2 Certification testing "FREE of CHARGE" for firefighters in every fire department in the state of Minnesota. The MBFTE will provide the funding necessary for this training opportunity for all new firefighters starting on fire departments and more importantly any current firefighters on fire departments throughout the state of Minnesota who are not currently NFPA 1001 trained. This is a great opportunity for fire departments throughout the state to train their firefighters to the minimum NFPA 1001 standards. How is this going to work? • When a fire department is looking to train current members or its newest members in NFPA 1001 firefighter training, the department will contact their training provider (public or private training provider) and the provider will work with the department to get the firefighter training scheduled. Will our fire department have to pay for the NFPA 1001 training and then get reimbursed? • No, the training provider will be sending the training invoice directly to the MBFTE for payment. Who is paying for the Firefighter 1 and Firefighter 2 certification testing cost? • The Minnesota Fire Service Certification Board will send the cost of the 2 certification tests, once again, directly to the MBFTE office for payment. The fire department will not receive a bill from the Minnesota Fire Service Certification Board for the 2 certification tests. Do the firefighters who are going through the NFPA 1001 training have to take the certification tests as part of the class? • Yes they do. It is a MBFTE requirement for the funding of the NFPA 1001 training that each firefighter in the class will take the Firefighter 1 and Firefighter 2 certification test. What happens if a firefighter drops out of the class during the training course? • That is a great question. The Minnesota Board of Firefighter Training and Education will be providing the cost of the training and the cost of the certification testing free of charge as long as the student (the firefighter) completes the class and takes the certification tests for firefighter 1 and firefighter 2. • If the student drops out of the class, their fire department will be liable for any costs incurred during the firefighter's attendance in the class. • The MBFTE will be happy to provide 100% funding for the training as long as the firefighter attends, completes the NFPA 1001 class and the certification testing. Does the NFPA 1001 initiative affect my Fiscal Year 2013 fire department training reimbursement? • No, This NFPA 1001 training initiative is totally separate from the regular fire department training reimbursement award that will be sent in early September 2012. Who do I call with questions? • You can call your local training provider (public or private) and they will work with you to schedule a NFPA 1001 training class in your area and answer any of your specific questions. • Or call the Minnesota Board of Firefighter Training and Education, Executive Director Bruce West, 651- 238 -9292 or by email at bruce.west@state.mn.us. For the first time in the history of the Minnesota Fire Service, NFPA 1001 training will be offered to all 789 fire departments "Free of Charge" for your new and current firefighters. The MBFTE is working to provide the firefighters of Minnesota quality training opportunities at low cost or in the case of NFPA 1001, NO COST to the fire department. The Minnesota Board of Firefighter Training and Education stands ready to serve the fire departments and the firefighters of Minnesota.
