When the IUP was issued, it was contingent upon compliance with Dale Vick the St. Joseph Code of Ordinances and required annual review. The Planning Commission has authorized IUP's to be renewed administratively only if there were no documented ordinance infractions during the previous year. In reviewing your property for the rental license period August 15, 2011 through August 14, 2012 it was noted that the police department was called to 224 — 17 Ave SE for noise complaints on February 4 and February 24, 2012 (see attached). Therefore, your IUP cannot be renewed administratively. The Planning Commission will be considering your IUP on August 6, 2012 at 7:00 PM and require that you be present at the meeting. I located the source of the noise which I heard from the road. I made contact with the homeowner, Onnen, who stated he bought a new home theater system subwoofer and he and a friend were watching a • movie. I arrived and heard some music coming from the above address. I could hear the bass from the curb side. Spoke to the homeowner, Onnen, and advised him of the complaint. The music was turned down. We did not hear any music from the house, but it was obvious that they were hosting a party due to the large volumes of people coming and going. Made contact with the two renters present. Advised them to break up the party or we would. We observed at least 150 people funnel out two sets of doors.
