The City Council is to set a preliminary levy by mid - September. It Mayor is extremely likely the $70,000 will be substantially reduced. Last year the EDA received $22,500 for Richard Schultz capital projects. Councilors Attached please find goal statements as included in the 2011 EDA Annual Report. Steve Frank Bob Loso Below is a summary of categories included in the capital budget in previous years and actual Renee Symanietz projects for which each was used along with anticipated projects for 2013. Please note the Dale Wick anticipated projects are based on current knowledge of active leads and our confidence in them. Please also note the potential projects don't include items such as parking, beautification efforts, or EDA purchase of real estate. The total identified potential projects are $46,000. Construction started. Action: The EDA is asked to review /confirm the preliminary budget for 2013 to the City Council. In addition, the EDA is asked to recommend a preliminary CIP budget for 2013 to the City Council. ST. JOSEPH EDA: ANNUAL REPORT 2011 PROGRESS REPORT - GOALS FOR 2011: Following were EDA goals for 2011 with updates on progress toward goals and plans for 2012. 1. EXTENSION OF SANITARY SEWER AND DRINKING WATER TO NEW CSAH 2 (INFRASTRUCTURE DEVELOPMENT FUNCTION). PROJECT HISTORY: This item was discussed at a City Council retreat in February 2009. The City Council initially decided ,. streetscaping and trail installation adjacent to new CSAH 2 was not feasible; however, in 2011 the City Council agreed to pursue trail installation in conjunction with road construction. The concept of proactive utility extension in conjunction with the ,,,,,�, installation of new CSAH 2 was considered and included in land use and financial planning documents. However, it is strongly recommended that improvements are timed to coincide with -' property development. PROGRESS REPORT: Utility extension in conjunction with the installation of new CSAH 2 was included in a grant request submitted to the East Central Development Commission, the entity contracted ,,,, -, - 4 to pursue the establishment of a Comprehensive Economic Development Strategy (CEDS) and the establishment of a federal i EDA district in the quad- county area. Stearns County has proceeded with acquiring right of way for CSAH �. , �� ;; ' ' ) � 2 through the eminent domain process. Property acquisition is � ;;;;;;4; underway and the project construction has also been funded. JOSEPH EDA: ANNUAL REPORT 2011 2. MANAGE RESPONSE TO ECONOMIC IMPACT OF THE IMPLEMENTATION OSF FOUR -YEAR RESIDENCY REQUIREMENT AT CSB /SJU (BUSINESS DEVELOPMENT AND MARKET DEVELOPMENT FUNCTION). PROJECT HISTORY: The City Council directed the EDA to examine the potential economic impacts of a four -year residency requirement It at CSB /SJU and function as information resource regarding economic impact of four -year residency. The task of the WG is to advise the City C Council whether or not the public sector should get involved in transitioning of rental uses, and, if. so, to what extent. The WG recommend the public sector be involved in the transitioning of m W student rental units because: the capitalized loss of rental income will M"'" far exceed rent collected and will directly impact (reduce) the value of I rental property; property and taxable market value will be impacted by ' reduction of rental demand; large facilities designed for student rental (e.g. St. Joseph Student Housing) are experiencing a reduction in unit rental; reduced rental demand has resulted in difficulty obtaining financing and /or refinancing of rental property; and, there is a potential for rental property that is not cash flowing to enter foreclosure, cease property tax payment, and /or fall into disrepair. PROGRESS REPORT: A Rental Housing Transition Work Group '`k ; , ";' (WG) was formed in 2010 and met throughout 2011. In 2011 the WG finalized prioritization of public sector strategies to. respond to the decrease in demand for student rental units and developed study areas for the project. X PROGRESS REPORT: A 'idea incubator' was added to the City's website in 2011. The incubator explains economic development and provides an opportunity for the public to have direct input into the economic development process. The concept plan and animation for i ,r ' '/ the Gateway Commons project was also placed online in 2011. Listings of properties for sale or lease were continuously updated and ' added to the City and the MnPro websites on an as- needed basis. ito. g °' The EDA produced window clings and a 4 X 4' sign for display at businesses assisted by the EDA. INVESTIGATE AND PURSUE PROACTIVE MEASURES TO SECURE AND PROVIDE FOR SHOVEL READY INDUSTRIAL SITES AND ENCOURAGE BUILD -OUT OF PARKWAY BUSINESS CENTER (INFRASTRUCTURE DEVELOPMENT FUNCTION). PROJECT HISTORY: Creating shovel ready industrial lots has long been a priority for the EDA. The creation of such Tots is dependent on public policy and capital planning. At a time when City budgets are Or‘ impacted by cuts to LGA and a market value program shift, extension of utilities for economic development purposes is a lower priority than s� items mandated by regulation or needed to accomplish local 0 government tasks. ro A 2010 work item for the EDA included examination of the potential to provide for the development and improvement of a fraction of the Puny Parkway Business Center as a means of inducing development on the X remainder of the property and provide shovel ready industrial sites at competitive market rate prices. The EDA ultimately concluded that the purchase and improvement of a portion of Parkway Business Center was not feasible. PROGRESS REPORT: The EDA in 2011 authorized participation in the readying of the final plat for the Parkway Business Center. The EDA/staff met with bank executives, real estate brokers, and potential purchasers of property within the Parkway Business Center but the bank was not prepared to file a final plat. 2 The EDA did submit grant requests to the East Central Regional Development Commission for installation of improvements at the 7 ; Business Center. The grant requests are to be included in a CEDS being developed by the ECRDC on behalf of the quad counties.. POTENTIAL WORK ITEMS 2012: oo ‘0, Continue to work with bank and real estate professionals to sell at least a portion of the 52- acres; apply for Mn. DEED Business Development Public Infrastructure grant (maximum $500,000) to assist with installation of improvements. PROJECT HISTORY: The EDA is required to follow the City's established la process for budgeting and auditing. When preparing /recommending an annual budget, the EDA also recommends adjustments to the Capital Improvement Plan. ,e" f eig F In 2010 capital projects included the Business Fagade Architectural Grant WI Program (six projects funded), the completion of the downtown PI ' street/landscaping plan (revitalization), participation in rental unit PINE, transition activities (revitalization), and participation in creating shovel ready sites (development). Ce PROJECT HISTORY: This is a core function of the EDA and shall continue to be in 2012. Jr 1 PROGRESS REPORT: In 2011 thirteen (13) new leads (vetted, e substantial) were cultivated. In addition twenty -seven (27) leads from previous years were cultivated, including the blossoming of a project that A has been cultivated since 2001. � Gig Most of the leads cultivated in 2011 are commercial retail and /or service i , in nature, however, one involves an industrial -type uses. Et PROJECT HISTORY: This is a core function of the EDA since 2003 and shall continue to be in 2012. Revitalization activities included the creation of downtown facade design guidelines, examination of parking capacity, the expansion of The Local Blend, updating of former Losos store and opening of the Minnesota Street Market, the construction of Millstream Shops /Lofts, the issuance of several BFA grants, and the creation of '4-1;0 Immo illustrations of storefronts to represent desired design guidelines. PROGRESS REPORT: In 2011 the EDA assisted in the development of a an expansion at 29 East Minnesota Street, the readying of an endcap at Millstream Shops /Lofts for a restaurant occupant, and the issuance of four BFA loans. The EDA also assisted a property owner in the downtown with removal of 4 a residential structure that had exceeded its useful life. The EDA's participation reduced project costs due to asbestos abatement and a.. helped the project move forward as planned. EXAMINE THE REGULATORY PROCESS (BUSINESS DEVELOPMENT) PROJECT HISTORY: The City of St. Joseph together with several boards, commissions, and committees has processed numerous requests relating to business expansion, from business assistance to land use permits. The EDA recognizes the regulatory process can impact the efficiency and effect of business development. The EDA further recognizes an 11.14 overly burdensome process may result in decreased economic development. The EDA wishes to examine the regulatory process so as to , ,t determine its efficiency and effectiveness. JOSEPH EDA: ANNUAL REPORT 2011 13.CREATE AND DEPLOY A MARKETING CONCEPT FOR THE CITY (MARKET DEVELOPMENT) PROJECT HISTORY: The City of St. Joseph through the St. Joseph EDA had historically participated in the St. Cloud Area Economic Development Partnership until its dissolution in 2011. 0 One of the principal perceived benefits of the Partnership was marketing of St. Joseph as part of the greater St. Cloud Area. ENHANCE CITY COUNCIL GOALS/WORK PLANS AS REQUESTED (INFRASTRUCTURE DEVELOPMENT) PROJECT HISTORY: City Council representatives on the EDA Board have indicated the Council will be placing renewed emphasis in 2012 on parking and relocation overhead power lines in the downtown. I n et addition, a Facilities Committee continues to work on creating a vision of community center /city services campus within the downtown.
