TKR Ent. 115 Renee Symanietz Cedar Street East, St. Joseph, is seeking funds to assist with demolition, which is projected to Dale Wick COSt$10,500. EDA Following are photos of the side and front of the home: Larry Hosch '�`'� �,..•� Chad Davey �"""��� ��'� Steve Frank � Tom Skahen Dale Wick Upon reviewing the application as it relates to the Demolition Grant Requirements it is noted: • All work must involve an existing principal structure, but may include demolition of accessory structures in addition to the principal structure. The applicants propose to demolish the principal structure, which is an existing residential rental home on the site. They are uncertain at this time if they will demolish the accessory structures as well. • Work in progress or performed prior to the project approval will typically not be eligible. The work has not started. • The program is designed to promote redevelopment. Priorities include projects removing unsound structure. The structure is structurally sound; however the building is showing signs of its age and is a non-conforming home in a 8-2 District. • Qualifying parcels should have identifiable potential commercial or institutional reused. The property owners have indicated they do not have immediate plans for the reuse of the site. There is another home adjacent which fhey plan to demolish in a year. At that CITY OF ST. JOS�PH WW W.cityof stjoseph.com time they plan to combine the two sites to make them more marketable for commercial purposes. • In order to be eligible, property taxes and assessments must be current. We have verified on the Stearns Co. website that property taxes are current. • The program requires the applicants to submit invoices with reimbursement costs to document actual expenses. This should be a condition of approval. • The permits must be obtained with licensed contractors completing work. The applicants have indicated they plan to contact the St. Cloud Tech School Fire Program to burn the structure. They have indicated St. Cloud Tech will do asbestos testing and carry the insurance. • The balance in the Demolition Grant Fund as of August was$3396. Ken Jacobson of TKR Ent. Will be present at the EDA meeting to answer questions the EDA Commission may have. Action: EDA consideration of the grant application is kindly requested. It is recommended the EDA approve the grant contingent upon obtaining the required demolition permit, with funds dispersed to the applicant upon submittal of receipts or invoices and inspection which certifies the work completed is in accordance with the EDA approval and other city ordinances. , __,,.
