Dale wiok On September 5th MDG mailed over BRE letters to over 150 companies doing business within the corporate limits. Please find attached a copy of the letter mailed and the addresses to which EDA the letters were mailed. Please note the duplicate business owners and the test businesses Doug Danielson Were culled from the labels p�ior to distribution. Steve Frank Larry Hosch As of September 19th only 17 businesses (11%) have responded, including those that 'rom Skahen participated in the test mailing. Survey results follow. Dale Wick We provided the program at the September 12, 2012 Chamber meeting regarding the BRE Survey Program. We hope this will encourage broader based participation. Approximately 25 people were in attendance. Attached is a copy of the PowerPoint which was presented. Three Chamber members, Janell VonPinnon, Randy Schmitz, and Mike McDonald have volunteered to assist with the program by conducting follow-up calls and/or site visits. Action. EDA members are asked to: 1. Provide direction on next steps to improve survey response, and, 2. To provide a schedule with their availability to meet with businesses, should meetings be requested. We could attract business that would gennerate more taxes. Than we are spending on a goverment center that will be to small for our needs from day one. I am not against a new city center but it needs to be bigger and not add to a building that is already shot. take a few more years do it right. When you compare Aug 22, 2012 7:29 AM the services provided by neighboring communities against services provided by St. Joseph though,the St. Joe rate is high. 5 Minnesota Pollution Control - more regulations. Property taxes too high, can Aug 22, 2012 7:19 AM make more money by staying small. 6 I would be able to grow our retail business faster if I could relocate to the Aug 15, 2012 12:46 PM commercial area instead of being in the industrial park. When I compare taxes in St. Joseph to other cities in the area, we seem to be slightly higher when comparing building for building. As far as some of the ordinances, they were put in place in a booming economy. The economy is no longer that strong.A small business cannot afford to build a new building in St. Joseph because of some of , the ordinances and fees. If that is the case, I am not sure why the city has plans to spend close to a million dollars on a trail system along the new route using Sales Tax Funding. That money might be better spent on improving areas within the city limits. I think the remaining open spaces and commercial spots should be developed so they become more of a campus style look or feel. Think TY (beanie babies)and Google headquarters. St. Joe has the opportunity to create pods of buildings that could go beyond the look of a metal shed or strip mall. I do not know how to further encourage this type of building- but we need something that makes us unique. Also-while being in a small town has a nice feel... small minded-ness and the "gossip nature of folks" are not good for local business... new and existing. I think by having industrial business and places like McDonalds, Coborns, CMCU are excellent because they bring in business and provide a ton of tax revenue. HRA applied for a Small Cities EDA Development Grant for residential rehabilitation. This was a joint application with the City of Albany. Funding was not received. Since this time, the state Department of Employment and Doug Danielson Economic Development has changed their program to encourage applications by individual Steve Frank cities versus joint projects. St. Joseph is working with the Central MN Housing Partnership ' [.arry xos�h (CMHP) on the submittal of a 2012-13 application. Tom Skahen Dale wick In 2011, there were 31 single-family residential homeowners and 10 residential rental property owners who signed letters of interest in utilizing grant funds. Upon discussing the application with Jason Krebsbach at CMHP, he has inquired if the city would like to include a commercial rehabilitation component to the comprehensive application. The commercial rehabilitation grant would be structured as follows: 0 0 40/o -O/o forgivable loan with a 10 year term. If the property sold in this period the loan would be rorated and be re uired to be re aid. P Q p 40°/a - 1%, 15 year term loan (a loan of $18, 750 would require monthly payments of $112.22). As these loan are repaid to the City, the EDA would be able to retain the dollars for its local revolving loan fund. 20%- Equity including participant cash, bank loan and/or BFA funds. It is noted that when we met with the Program Director from the Department of Employment and Economic Development(Jeremy LaCroix) he indicated strongest application from St. Joseph would be owner occupied residential rehabilitation. He said a rental component would need a housing study to back up demand for rental and that commercial components were difficult because of a history of difficultly with distribution when it came time to disburse fudning. Jason Krebsbach, CMHP, will be present at the meeting (around 5:30 p.m.) to discuss the commercial rehabilitation component and seek EDA input on whether this should be included and if you feel there is a demand for this type of program. The EDA's existing BFA Fund could be used as leverage showing city participation. If the EDA wishes to include this, a target area would need to be defined. To qualify, this area would need to be found to contain "slum and blighY'which will be defined at the meeting. The SCDG application timeline is as follows: November 15, 2012— Preapplication is due. .
