Dale wiok On September 5th MDG mailed over BRE letters to over 150 companies doing business within
the corporate limits. Please find attached a copy of the letter mailed and the addresses to which
EDA the letters were mailed. Please note the duplicate business owners and the test businesses

'rom Skahen participated in the test mailing. Survey results follow.

We provided the program at the September 12, 2012 Chamber meeting regarding the BRE
Survey Program. We hope this will encourage broader based participation. Approximately 25
people were in attendance. Attached is a copy of the PowerPoint which was presented. Three
Chamber members, Janell VonPinnon, Randy Schmitz, and Mike McDonald have volunteered
to assist with the program by conducting follow-up calls and/or site visits.
Action.
EDA members are asked to:
1. Provide direction on next steps to improve survey response, and,
2. To provide a schedule with their availability to meet with businesses, should meetings
be requested.

Getting people to slow down and turn into our driveway-the speed in front of our
place of business is high and we don't have turn lanes so it makes it a little more
difficult for people to stop.

1 Seems to me if the city would spend the same effort to get water and sewer to Sep 11, 2012 9:38 AM
the new county road 2 . We could attract business that would gennerate more
taxes. Than we are spending on a goverment center that will be to small for our
needs from day one. I am not against a new city center but it needs to be bigger
and not add to a building that is already shot. take a few more years do it right.
Spend the money building the tax base that will support the new goverment
center.
2 there is very little parking in st.joe and as one of the few businesses with a Sep 11, 2012 8:28 AM
parking lot i recieve the bulk of the over flow. this detracts from the ability of my
customers to park in my lot, and costs me the inconvience of added maitenance

4 The city's tax rate itself is not excessively high at 1st blush. When you compare Aug 22, 2012 7:29 AM
the services provided by neighboring communities against services provided by
St. Joseph though,the St. Joe rate is high.

revenue that our business generates and I think the current location and plans
for the community center focus too much on city & police offices. It is a huge let
down that the sales tax will go to this type of structure. Our community needs a
LARGE space to hold business meetings, events, party's that are not located
within another business such as the college or a local/bar restaurant. When i
' think of community center- I think of Becker's community center. I would
encourage the city to wait longer to build a community center unless they build
something like Becker. Why not consider building the community center near
the wobegon building? Also-since the firehall is the makeshift community center
now-why not have wi-fi in that building? So- I am concerned that tax dollars are
being mis-directed. I also feel that a lot of focus, attention goes toward focusing
on the downtown (it is important)and I would like to see more focus put on
developing the 133 area. Downtown is important- but I think there are a lot of
existing businesses and more potential businesses that generate more jobs and

order that the city can more easier annex areas whose characteristics are no
longer"rural" in nature (industrial park). This is a great 1st step for the EDA to
better know existing businesses in the city. There is opportunity for"Big Box"
retail on the new CSAH 2 to CSAH 3 road that should be built soon if the city
moves to annex the area and install sewer/water. I have talked to Township
officials who have stated that the city has made no move to do so. If that is the
case, I am not sure why the city has plans to spend close to a million dollars on a
trail system along the new route using Sales Tax Funding. That money might be
better spent on improving areas within the city limits. If the city does plan to
annex the area, now would be the time to put in sewer/water instead of tearing
up new roads or trails in the near future.

9 St. Joseph is laking in creating iYs own identity-improvements such as the Aug 1, 2012 1:27 PM
LOFT'S and St. Ben's new building are creating a nice look and feel to the city. I
think the remaining open spaces and commercial spots should be developed so
they become more of a campus style look or feel. Think TY (beanie babies)and
Google headquarters. St. Joe has the opportunity to create pods of buildings
that could go beyond the look of a metal shed or strip mall. I do not know how to
further encourage this type of building- but we need something that makes us
unique. Also-while being in a small town has a nice feel... small minded-ness
and the "gossip nature of folks" are not good for local business... new and
existing. I think by having industrial business and places like McDonalds,
Coborns, CMCU are excellent because they bring in business and provide a ton
of tax revenue. Lets find more of them so we can all benefit. Having the new
� school down the road is great- I think the population of this area would increase
if there would be a highschool too. A bigger population should equal more folks
spending money locally.

Dale wick In 2011 the City of St. Joseph, through Stearns Co. HRA applied for a Small Cities
EDA Development Grant for residential rehabilitation. This was a joint application with the City of
Albany. Funding was not received. Since this time, the state Department of Employment and
Doug Danielson Economic Development has changed their program to encourage applications by individual
Steve Frank cities versus joint projects. St. Joseph is working with the Central MN Housing Partnership
' [.arry xos�h (CMHP) on the submittal of a 2012-13 application.

Dale wick In 2011, there were 31 single-family residential homeowners and 10 residential rental property
owners who signed letters of interest in utilizing grant funds. Upon discussing the application
with Jason Krebsbach at CMHP, he has inquired if the city would like to include a commercial
rehabilitation component to the comprehensive application.
The commercial rehabilitation grant would be structured as follows:

40/o -O/o forgivable loan with a 10 year term. If the property sold in this period the loan
would be rorated and be re uired to be re aid.

40°/a - 1%, 15 year term loan (a loan of $18, 750 would require monthly payments of
$112.22). As these loan are repaid to the City, the EDA would be able to retain the dollars for
its local revolving loan fund.
20%- Equity including participant cash, bank loan and/or BFA funds.
It is noted that when we met with the Program Director from the Department of Employment and
Economic Development(Jeremy LaCroix) he indicated strongest application from St. Joseph
would be owner occupied residential rehabilitation. He said a rental component would need
a housing study to back up demand for rental and that commercial components were
difficult because of a history of difficultly with distribution when it came time to disburse
fudning.
Jason Krebsbach, CMHP, will be present at the meeting (around 5:30 p.m.) to discuss the
commercial rehabilitation component and seek EDA input on whether this should be included
and if you feel there is a demand for this type of program. The EDA's existing BFA Fund could
be used as leverage showing city participation.
If the EDA wishes to include this, a target area would need to be defined. To qualify, this area
would need to be found to contain "slum and blighY'which will be defined at the meeting.
The SCDG application timeline is as follows:
November 15, 2012— Preapplication is due.

February, 2013— Full application is due, if the city is invited to submit.
April, 2013—Award of grants (this is very competitive)
June/July 2013—Implementation.
December 31, 2015—All projects must be completed. Grant close-out.
Action.
EDA members are asked to provide input on whether or not to include the commercial
rehabilitation component in the Small Cities Development Grant application submittal.
