Councilors Background:
Steve Frank Jason Mueller and Candra Ruiz of Bello Cucina have submitted the attached application to the
Bob Loso Business Farade Architectural Grant Program for $1000. Bello Cucina, located in the end cap
Renee Symanietz of the Millstream Shops/Lofts building is seeking a BFA grant to assist with adding rope lighting
Dale wi�k and signage to the end cap.
EDA The total project cost is estimated at$1,200. We are awaiting detail on project costs.

Tom Skahen 1. All work must be done on the exterior of the building/property and/or result in a
Dale wiok publicly visible improvement. NOTE: The proposed work would be on the
exterior of the building.
2. All work done must be in accordance with the City of St. Joseph Code of
Ordinances, the Downtown Revitalization Plan and subsequent design guidelines,
and the building code. All required permits must be obtained. Work shall include the
correction of any known exterior building code violations. NOTE: The proposed
work was previously completed.
3. Work in progress or performed prior to project approval will typically not be eligible
for funding unless the EDA finds significant underlying purposes for work beginning
prior to project approval. NOTE: The proposed work was previously completed,
the EDA if considering funding participation would have to understand why
the work was completed prior to receipt of the application.
4. Funds may be used for the design of exterior building improvements, awnings,
windows, doors and/or site landscaping, other than sod or seed, resulting in a
publicly visible improvement and for actual construction costs related to an
approved improvement. Other uses may also be eligible if prior approval is granted
by the St. Joseph Economic Development Authority. NOTE:The EDA may wish to
consider whether or not rope lighting qualifies as an `exterior building
improvement" and/or "site landscaping" as it would appear temporary in
nature.
5. Signs are eligible for this program but must be in connection with a fagade
improvement project. NOTE: The EDA may wish to consider whether or not
rope lighting amounts to a `fagade improvement project'.

6. The following types of property are not eligible: NOTE: The property itself
appears eligible for a BFA grant
• Tax delinquent
• Special Assessment delinquent
• Property in litigation
• Property in condemnation or receivership
• Tax exempt properties
• Exclusively residential buildings
• Properties zoned industrial
• New construction projects on lots previously undeveloped (redevelopment
and/or rehabilitation projects remain eligible)
• Property considered non-conforming to the City's Code of Ordinances,
unless the proposed improvements are intended to correct all the non-
conforming issues.
The EDA's 2012 capital allocation included funding for BFA Grant applications and other
revitalization efforts. The August 31, 2012 fund balance was $7,160. BFA program oversight
and authority for grant approval was delegated to the EDA.

EDA consideration of the grant application is kindly requested.

Based on the description of your project and your motivation for wariting to make these

Building Permits 8�lnspectlons
Applicant is responsible for obtaining appropriate building permits,per the Buitding Code andlor
City of 5t.Joseph Zoning Ordinance. In the case of improvements that do not require a city-
issued building perm�,the applicant must submit the name and state license number of the
contractor completing the yrork and agree to an inspection of the work by a aty building offiaal.
Grant Disbursement
Awarded loan furtds will be dispersed to the applicaM upon submittal of receipts or invaces for
supplies purchased and inspection which cert�es the work completed is in accordance with the
EDA approval and other city ordinances.
Certtficatlon
City staff or an authorized represe�rtative shall have the right to inspect the property to be
improved at any time from the date of application upon giving due notice to the owner and to
oxuparrts.
I1We understand that any intentional misstatements will be grounds for disqualification.

purpose of the grant program and to take photographs of the structure before and after
rehabilitation.
INVe further understand mat I/we will make the final selecdon of the improvements to be made

Where to start? , Thanks for getting back to us regarding the grant, Yes the rope lighting has been
installed but not paid for yet. Mustang Graphics has done the signage for each of the shops, and we
would continue the theme and design to keep with the Millstream Facade. I am currently waiting for a
Travis Frieler from Mustang graphics on the actual cost, both Travis and the owners I have asked have
told me it is $1000.00 for the suspended sign above the door entrance which I believe would use up the
grant available and really make the rope lighting cost irrelevant. I will continue to push Travis and get hard
numbers by the 17th for the meeting on the 24th, Thanks again for following up with me on this matter.

Thank you for your grant application for the St. Joseph BFA Grant Program.
The EDA will be meeting on Wed. Oct. 24th at 5 p.m. in the lower level
conference room at City Hall. If you could attend, it would be helpful in
answering any questions EDA Commissioners may have.
To supplement the application, could you kindly provide us with quotes for
the proposed improvements?
Also, if you could provide us with a sketch or photo of the proposed
improvements we will included that in the EDA packet.
The quotes and photos/sketches would be needed by Wed. Oct. 17th for the
October 24th meeting packet.
Finally, It is my understanding that the rope lighting noted on the
application is already installed. The program guidelines do not allow for
us to reimburse for improvements already made. Could you verify this for
me? We have finro other BFA requests on the October agenda, and need to
ensure we have a fair distribution of the limited funds.
