Bob Loso At the September meeting, the EDA met with Jason Krebsbach and Lori Ziebel from the Central
Renee Symanietz Minnesota Housing Partnership regarding an application to the Small Cities Development
Dale wick Program (SCDP). The SCDP is a federally funded program administered by the Minnesota
EDA Department of Employment and Economic Development.
Doug Danielson To be eligible for application to the SCDP projects must meet one of three federal objectives: (1)
Steve Frank removal of slum/blight, (2) benefit low/moderate income persons, and/or (3) removal of an
Larry Hosch urgent public threat. In addition, projects must qualify as residential, commercial, or public
'roro Skahen facilities in nature. SCDP grant appfications may include a single-purpose project or a
Dale wiok combination of projects (i.e. comprehensive application). Different amounts of funding are
available for single purpose and comprehensive applications.
The EDA/CMHP representatives discussed the possibility of a comprehensive SCDP grant
application which could include both owner occupied and commercial rehabilitation
components. At the meeting it was noted the EDA needed to identify a target area for the
commercial rehab component.
CMHP and MDG have worked together to identify a potential target area (actually finro non-
contiguous areas)for commercial rehabilitation.
The first portion of the proposed target area includes the Minnesota Street from 2"d Ave NW to
College Avenue and mid-block on the first block of College Avenue (by City Hall). ln this area
there are 16 commercial buildings of which six appear to need three or more major exterior
repairs(siding, windows, roofl.
The second area is adjacent to Cedar Street E between 1St Avenue NW and 4t" Avenue NE.
This area includes five commercial buildings of which three appear to need three or more major
exterior repairs. IYs noted existing residential rental units are NOT eligible for consideration for
commercial rehabilitation.
CMHP's Krebsbach is very concerned the commercial component will not be able to reach a
high enough impact threshold to warrant consideration by grant application reviewers. In other
words he is concerned the commercial component would render the comprehensive grant
application less competitive. He has indicated a single purpose application for owner occupied
residential rehabilitation will likely rank higher even though the pool of eligible funding is lower
than that for comprehensive projects. Krebsbach noted that ironically the City's success in
improving the downtown corridor reduces the potential impact of any commercial component.
At the previous meeting the EDA approved a motion recommending the City Council include a
commercial rehab component in the SCDG application provided business interest existed.

Given the additional insight from the CMHP the EDA is asked to reconsider inclusion of
commercial uses in the SCDP application.
Action.
EDA members are asked to provide input on whether or not to include the commercial
rehabilitation component in the Small Cities Development Grant application submittal.
