BOARD/COMMISSION/COMMITTEE RECOMMENDATION: One of the projects initiated by the St. Joseph EDA
was reviewing the impact that the housing requirement of CSB/SJU has on the housing and economy in St. Joseph.
As a result of that effort, the City became aware of funding for low to moderate income property owners through
the Community Development Block Grant. This grant would provide for funding to make improvements to their
home, such as windows and siding. The funding would also provide an opportunity to landlords to make
improvements; however the rent would have to meet the criteria for serving the low to moderate income.
The City applied for the funding in 2012 with the assistance of the Stearns County HRA and we did not receive
funding. The grant funds are competitive. The City could re-submit the application for funding in 2013 and this
time the grant coordinator is the Central MN Housing Partnership.
PREVIOUS COUNCIL ACTION: The City Council authorized the submittal of the grant application, authorizing
the Central MN Housing Partnership to act as the grant administrator. The cost for the services is $ 600, which has
already been paid.
BACKGROUND INFORMATION: At this time the City is authorizing the full application to the Department of
Employment Development. A representative (s) will be present at the meeting to provide an overview of the grant
and answer any questions. Before the meeting between 5 and 6 the CMHP is conducting an open house for any
property owner that has questions. They have advertised both the public hearing and open house in the
Newsleader.

Notice of Public Hearing on Proposed Application for
Community Development Block Grant(CDBG) Funding
To Whom It May Concern:
NOTICE IS HEREBY GIVEN,that the City Council of St. Joseph,Minnesota will meet in
Council Chambers of the St. Joseph City Hall, located at 25 College Ave. N St. Joseph, MN
56374, at 7:15 p.m. on February 7, 2013, thereby dedicating a portion of their regular monthly
meeting to identify community development and housing needs, including the needs of very low
and low income persons, as well as other needs of the community that might be addressed
through the Community Development Block Grant(CDBG)program. The public hearing will
include a review of the proposed CDBG activities,their benefiting location(s), overall cost and
proposed financing, and the implementation schedule. Citizens will be provided the opportunity
to comment upon the original Citizen Participation Plan and on substantial amendments to it, or
to the activities for which CDBG funds will be used. Information and records regarding the
proposed and past use of CDBG funds will be available at the St. Joseph City Hall during regular
business hours.

BE IT RESOLVED that the City of St. Joseph act as the legal sponsor for the project contained
th
in the Application to be submitted on February 28, 2013 and that Rick Schultz, Mayor and Judy
Weyrens, City Administrator are hereby authorized to apply to the Department of Employment
Development for funding of this project on behalf of the City of St. Joseph.
BE IT FURTHER RESOLVED that the City of St. Joseph has the legal authority to apply for
financial assistance, and the institutional, managerial and financial capability to ensure adequate
construction, operation, maintenance and replacement of the proposed project for its design life.
BE IT FURTHER RESOLVED that the City of St. Joseph has not violated any Federal, State or
local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other
unlawful or corrupt practice.
BE IT FURTHER RESOLVED that upon approval of its application by the State, the City of St.
Joseph may enter into an agreement with the State of Minnesota for the approved project, and
that the City of St. Joseph certifies that it will comply with all applicable laws and regulations as
stated in all contract agreements.
NOW, THEREFORE BE IT RESOLVED that Rick Schultz, Mayor and Judy Weyrens, City
Administrator are hereby authorized to execute such agreements and amendments thereto, as are
necessary to implement the project on behalf of the Applicant.
I CERTIFY THAT the above resolution was adopted by the St. Joseph City Council of the City
of St. Joseph on February 7, 2013.
