HomeMy WebLinkAbout[08a] Wastewater Improvement 8(a) Council Agenda Item MEETING DATE: February 7, 2013 AGENDA ITEM: Wastewater Improvement SUBMITTED BY: Engineering BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: During the 2013 budget process the Council identified the needed improvement projects for a three year period. The Council placed the improvement to the wastewater line under CR 75 to the main lift station as a priority for 2013. At the January 17 Council meeting the Council again discussed the needed improvement and requested the Engineer and Public Works Director identify the work to be completed. BACKGROUND INFORMATION: Included with this cover sheet is a scope of work for the proposed project. The next step for the improvement is authorizing the feasibility report at an estimated cost of $ 18,900. (SEH®)dated July 1,2006, and addresses providing services in connection with a Main Lift Station Evaluation(hereinafter called the"Project"). Our services will consist of: • Evaluate influent flow meter(Parshall Flume)for future flow conditions. • Evaluate a maximum of two options for mechanical screening the incoming wastewater and enclosure for the screening equipment. • Evaluate a coating option for the existing wet well due to current de-lamination of existing coating system. • Evaluate a coating option for the control room to seal cracks and coat areas where current coating has failed. • Evaluate replacement of three existing pumps with new pumps.The new pumps will be the same manufacturer and type of pump.The pumps are in good working order and have not been rebuilt; however,the pumps were installed in 1986 and the typical useful life for wastewater mechanical equipment is 20 years.Evaluation will also include replacement of pipes and valves in the drywell area. • Evaluate wet well capacity for future flow conditions. • Evaluate a maximum of two options for sequencing the improvements—lift station cannot shut down during construction of new systems or replacement of equipment. • Evaluate the following items related to instrumentation and controls: o Replace current bubbler system with a pressure transducer to read levels in the wet well. o Providing automatic means for alternating the pumps for even wear. o Provide connection to SCADA at water plant. o Provide controls for pump functions such as run times, starts and stops,power fail,phase fail,run dry protection,over pressure, over temperature protection,etc. o Provide flood alarms for lower levels of the building. o Replace existing effluent flow meter. • Evaluate the following items related to electrical systems within the building and wet well: o Replace any electrical components damaged by the chlorine leak in the building in 1996. o Replace existing standby generator with a new generator located outdoors in a weather/sound enclosure(not walk-in). o Remove/abandon underground fuel tank and provide skid mounted fuel storage. Please note the scope of work does not include evaluation of a new lift station,only repairs and upgrades to the existing lift station.If during our evaluation it appears the cost for repairs and upgrades will reach a threshold where a new lift station should be considered, we will notify the City staff and make a recommendation for evaluation of a new lift station. All as set forth in this letter and the Agreement for Professional Services between SEH and St.Joseph dated July 1,2006. We will also furnish such Additional Services as you may request or as required. You will pay us a fee for our services,currently estimated to be$18,900 in accordance with Exhibit C-2, Lump Sum method. Payment for additional services shall be based on the time required to perform the services and the billable rates for the principals and employees engaged directly on the Project,plus charges for expenses and equipment, all in accordance with Exhibit C-2. We will start our services promptly after receipt of your authorization.We estimate our services will be completed after 8 weeks. If there are delays in the Project that are beyond our control,you agree to grant additional time to complete the services. This letter and the Agreement for Professional Services dated July 1,2006 with Exhibits A,B,C-2,and D,accepted by the City of St.Joseph,represents the entire understanding between you and us in respect of the project and may only be modified in writing signed by both of us. If it satisfactorily sets forth your understanding of our agreement,please sign the enclosed copies of this letter in the space provided below and return one copy to us.
