BOARD/COMMISSION/COMMITTEE RECOMMENDATION:
PREVIOUS COUNCIL ACTION: The Police Chief announced and the Council accepted the retirement of Chief
Jansky, effective August 31, 2013. The Council requested options on filing the position.
BACKGROUND INFORMATION: Following this cover sheet is a summary of two options, one filing the position
internally and two using an internal/external option.

still adequate.

Police Chief Hire—Based on the conversation at the last Council meeting regarding the retirement of
Chief Jansky, I have prepared the two options discussed; internal or a combination of internal/external.
The job description used for the requirement is the one that was part of the accepted organization
study. The Council should determine if that Job Description meets the needs.
For internal posting,the City would notify the Police Department that we are accepting applications and
provide a copy of the job description that has the requirements and the applications. The City would
also have the ability to promote an employee to Interim Police Chief and give that person and the City
three/four months to see if the position is a good fit. In this case you would still go through an
application process.
For external postings we would publish the pos�ting and prepare a community profile. The applicant
would receive the following information: appli�ation,job description, posting,anticipated timeline,and
community profile.

POLICE CHIEF
General Definition of Work
FLSA Status: Exempt
Performs difficult advanced protective services work managing and directing all activities of the Police
Department, serving as Emergency Management Director, including planning, organizing, directing and
supervising law enforcement, investigation and crime prevention programs and services of the City,
maintaining records, preparing reports and related work as required. Work is performed under the general
direction of the City Administrator. Department supervision is exercised over Sergeant and Police
Officers.
Essential Functions
The following functions are intended only as illustrations of the various types of work performed. The
omission of specific duties does not exclude them from the position if the work is similar, related or a
logical assignment to the position.
Plans, programs, directs and evaluates the operation of the Police Department.
Develops annual budget proposal and controls budgeted expenses.
Formulates and implements police policy, procedures, rules regulations and programs.
Prepares and reviews operational and administrative reports
Promotes, assigns and disciplines all personnel.
Supervises maintenance of records and materials associated with law enforcement activies or
administration.
Conducts public relations; meets with the news media for interviews.
Provides patrol services, responds to calls, provides back up to officers, and makes arrests.
Takes an active role in criminal investigations.
Coordinates and cooperates with other law enforcement agencies.
Attends meetings and serves on committees, boards and agencies related to promoting crime
prevention and improving law enforcement.
Performs related tasks as required.
Knowledge, Skills and Abilities
Comprehensive knowledge of the laws, rules and court decisions relating to the administration of criminal
justice and law enforcement; comprehensive knowledge of scientific methods of crime detection, criminal
identification and radio communication; comprehensive knowledge of controlling laws and ordinances;
thorough knowledge of the geography of the City; demonstrated ability to lead and direct the activities of
law enforcement personnel; ability to evaluate the effectiveness of the police operation and to institute
improvements; ability to prepare and review reports; resourcefulness and sound judgment in emergencies;
demonstrated integrity; tact; ability to establish and maintain effective working relationships with other
City officials, law enforcement agencies, associates and with the general public.
Education and Experience
Bachelor’s degree with coursework in criminal justice or law enforcement, or related field with
certifications as indicated in the Special Requirements section and extensive experience in law
enforcement and supervision, or equivalent combination of education and experience.
Physical Requirements
This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds
of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking or
hearing, frequently sitting and using hands to finger, handle or feel and occasionally requires standing,
walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms,
tasting or smelling, pushing or pulling, lifting and repetitive motions; work requires distance vision, depth
perception, color perception, night vision and peripheral vision; vocal communication is required for
expressing or exchanging ideas by means of the spoken word and conveying detailed or important
instructions to other accurately, loudly or quickly; hearing is required to perceive information at normal
spoken word levels and to receive detailed information through oral communications and/or to make fine
distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection
involving small defects and/or small parts, using of measuring devices, operating machines, operating
motor vehicles or equipment and observing general surroundings and activities; work occasionally
requires working near moving mechanical parts, exposure to outdoor weather conditions, exposure to
extreme cold (non-weather), exposure to extreme heat (non-weather) and exposure to blood borne
pathogens and may be required to wear specialized personal protective equipment; work is generally in a
moderately noisy location (e.g. business office with typewriters and/or computer printers, light traffic).

Possession of an appropriate driver’s license valid in the State of Minnesota.
