HomeMy WebLinkAbout[08] Stearns County Wide Mitigation Plan 8 Council Agenda Item MEETING DATE: February 21, 2012 AGENDA ITEM: Police Chief Report – Emergency Mitigation Plan SUBMITTED BY: Police Chief aka EMS Director BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: BACKGROUND INFORMATION: Stearns County is responsible for administering any/all Federal Disaster Funds. In order to be able to utilize funding in the event of a disaster the City has to have submitted a Mitigation Plan. The purpose of the Mitigation Plan is to identify potential needs in the event of a disaster to keep the City running. All EMS Directors in Stearns County have been participating in discussion and formulating plans based on the categories outlined by Stearns County, and used by FEMA. Each EMS Director correlated the potential Hazards to their community and identified goals with objectives, strategies, responsible party, time frame and cost. This process started in October and a preliminary plan was submitted to Homeland Security, which was accepted. To finish the process each community is being asked to submit a resolution supporting the Stearns County Mitigation Plans. Pros:  If the City is not part of the Stearns County Plan, funding would not be available  Homeland Security manages the federal funds and if a community is awarded federal disaster funding and they do not spend all the funds, Cities that have signed the resolution would be eligible to submit a request to remedy on of the hazards. For example, the City would like to secure additional generators and homeland security announces they have excess funds, we could make application to purchase the generator at 20% local match. There is no guarantee that we would be awarded the funds, as the funds are available nationwide, but we would have an opportunity. This page intentionally left blank Resolution 2013-012 Adoption of the Stearns County All-Hazard Mitigation Plan WHEREAS, the City of St. Joseph has participated in the hazard mitigation planning process as established under the Disaster Mitigation Act of 2000, and WHEREAS, the Act establishes a framework for the development of a multi-jurisdictional County Hazard Mitigation Plan; and WHEREAS, the Act as part of the planning process requires public involvement and local coordination among neighboring local units of government and business; and WHEREAS, the Stearns County Plan includes a risk assessment including past hazards, hazards that threaten the County, an estimate of structures at risk, a general description of land uses and development trends; and WHEREAS, the Stearns County Plan includes a mitigation strategy including goals and objectives and an action plan identifying specific mitigation projects and costs; and WHEREAS, the Stearns County Plan includes a maintenance or implementation process including plan updates, integration of the plan into other planning documents and how Stearns County will maintain public participation and coordination; and WHEREAS, the Plan has been shared with the Minnesota Division of Homeland Security and Emergency Management and the Federal Emergency Management Agency for review and comment; and WHEREAS, the Stearns County All-Hazard Mitigation Plan will make the county and participating jurisdictions eligible to received FEMA hazard mitigation assistance grants; and WHEREAS, this is a multi-jurisdictional Plan and cities that participated in the planning process may choose to also adopt the County Plan. NOW THEREFORE BE IT RESOLVED that the City of St. Joseph supports the hazard mitigation planning effort and wishes to adopt the Stearns County all-Hazard Mitigation Plan. We would appreciate it if you would provide answers or other information to the questions below no later than October 1, 2012. The information needed is below. For each strategy identified,there is a location for you to indicate the benefit and impact that completing this would have on your community's population. You'll also notice a blank next to each strategy. Please rank these strategies in order of priority— with 1 being the top priority. Each eligible project that is listed in the plan for the individual community must have a strategy for each hazard related to that project. For each of your projects listed in the plan,please verify that a valid strategy exists for the hazards related to that project. What the Department of Homeland Security and Emergency Management is looking for is will this hazard be addressed through building code changes, zoning codes, etc. Along with this we need to know if the strategy is new, completed, deferred, deleted or ongoing.
