Please find attached an introductory letter mailed to property owners on January 31, Bob Loso 2013. MDG representatives began calling property owners the week of February 4, 2013 with Renee Symanietz the following questions: Dale Wick 1. How do you (the property owner) see your property used in 10 years? Follow up EDA questions were whether or not they foresee any significant changes to the use of their Doug Danielson property or the structures existing on their property. Since some people own multiple Steve Frank properties we may have to specify properties individually. Larry Hosch Gary Osberg 2. Are there any road blocks to achieving your (the property owners) vision for your Dale wi�k property over the next ten years? 3. Where do you think additional parking could be located in the downtown? 4. If their property is used for commercial purposes we asked them where their business is coming from and if parking is an issue. 5. Finally, we asked the property owners if they had any interest in meeting with the EDA to talk about shaping vision for the downtown including their property. Survey Results Respondents were told results of survey would remain anonymous. We took detailed notes and have the following to report: � A total of 80 properties were identified within the"Downtown°(see map). � There were 50 individual property owners in the"Downtown". � A total of 24 of the individual property owners were surveyed by phone. The remaining 26 did not respond (three were not in the area during the winter, nine we called a minimum of two times and they did not respond, and 16 we mai{ed two letters to since we didn't have viable phone numbers). ' � -� When asked if owners anticipated changes to their property over the next ten years: ✓ Four(4)property owners anticipated changes in the next ten years ■ Two sale of property ■ One demolition of existing use • One conversion of existing use � 21 property owners didn't anticipate any major changes to their property over the next ten years ✓ One responded as rmaybe. -� When asked if owners had road blocks curtailing their plans for their property over the next ten years: ✓ Eight(8)property owners identified road blocks • State of the economy nationally(2) ■ Lack of parkang(2) • High taxes, high fees (especially pass through consulting fees), red tape(2) • Personal reasons(1) • CSS physic�l changes(1) • Building cod�e regulation (1) ✓ 12 property owners didn't identify any road blocks � � Six declined to ansvuer the question. � When asked if p8rking was an issue(commercial)property owners responded: ✓ Three(3)property omrners indicated parking in the downtown was an issue ✓ 13 property owners said parking was not an issue in the downtown �/ Ten were none business owners. -� When asked where future public parking could be located the following areas were identified: ✓ City Hall (5) � Student rental properties(4)—several identified by name. ✓ Areas behind businesses(3) � St. Joseph's Church Lot(1) ✓ Personal private pro�erty(1) �� I � When asked if they would be interested in meeting with the EDA to talk about shaping vision for the downtown including their property: ' ✓ Twelve (12) property owners said yes, several of them involved in previous efforts regarding downtown revitalization. � Eleven (11) property owners said no. , � Four(4)said maybe. As you may recall, at various times community members and City {eaders have discussed issues associated with Downtown St. Joseph. Many of you may have participated in previous discussions about parking, the location of a community center, and the overall vision for downtown. Perhaps some of you recall the Governor's Design Team visit in the 1990's or revitalization work performed since then. To summarize, most previous efforts have focused on creating a pedestrian friendly environment with a wide variety of uses from business to all forms of residential units.The St. Joseph Economic Development Authority(EDA) has long pursued a strategy of creating a pedestrian friendly, active Downtown. Most recently, the EDA has been asked to consider creating a cohesive vision or blueprint for the Downtown. Rather than repeating previous efforts or drawing on a map without input and participation from property owners, the EDA has decided to start with outreach to property owners like you. To those ends you will soon be receiving a telephone call from our EDA consulting firm, Municipal Development Group. The purpose of the call is to ask a few simple questions. We promise to be brief and honor your wishes. Please find attached a map of the�Downtown'for your reference. Please know the phone call will not take more than five to ten minutes and your input is sincerely appreciated. Please also be assured we are not out to change what you do with your property, we are merely seeking input. Finally, you should know that information obtained during the phone survey will be used to determine whether or not to move forward with the creation of a blueprint for the Downtown.
