HomeMy WebLinkAbout[05] Outdoor liquor Permits 5 Council Agenda Item MEETING DATE: March 7, 2013 AGENDA ITEM: Outdoor Liquor Events a.July 3/4, 2013, Outdoor Concert/Festival b.Sal’s Bar, Senior Farewell, May 10, 2013 SUBMITTED BY: Administration/Police BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: The City Council has annually approved the outdoor liquor events for th the St. Joseph Parish 4 of July Celebration and the Senior Farewell event for CSB/SJU. Both events have been managed well over the past years. BACKGROUND INFORMATION: The Council will be considering two separate events in the public hearing they are as follows: St. Joseph Parish, July 3, 2013 Outdoor Concert: The St. Joseph Parish is again planning on the outdoor th concert held in conjunction with the 4 of July. The event will be the same as in the past with the concert beginning at 6:00 PM and ending at midnight. Part of the site plan is to close College Avenue from Minnesota Street to East Baker. Property detour signs will be displayed. The packet of information includes an application to the County for street closure. The City must act on this as well. The Police Chief is working with the Parish and committee members to assure that adequate staff and training is included. The Parish will be responsible for paying the additional public safety cost. th July 4, 2013 Parish Festival: Like previous years the St. Joseph Lions are planning the 4 of July Parade which will run down Minnesota Street. After the parade is completed Minnesota Street between st College Avenue and 1 Avenue NW will be closed. The material following this page includes an th application for closure. This year the application had requested to close College on the 4 of July beginning at 7:00 AM. Staff met with a representative from the Lions Club to see if the added closure would be problematic for the parade and they indicated it would as many of the parade entrants use College Avenue. th The Police Chief met with representatives of the 4 of July committee to discuss the request to close th College Avenue on the 4 of July. The parish had intended to fence College Avenue on the east side extending there area for activity to College Avenue. The construction of the new facility has changed th the function of their property on the 4 and they we looking to add some space. Typically College Avenue has been closed from about 9:00 AM to the end of the parish festivities from Minnesota Street to the east/west alley for safety purposes only and drinking was contained in the fenced area on church property. The proposal of the parish would expand the fence and people would be drinking on the street. Staff did not feel that expanding the fence to allow drinking on the street was in the best interest of the City and conveyed that message to the parish. They have agreed to keep the fence on their property and the road would be closed as in past years for pedestrian safety only (See Memo from Police Chief). Senior Farewell – This event is planned in cooperation with the College of St. Benedict and St. John’s University. This event has been successful in the past three years providing a place for the seniors to gather after the bars close without causing public safety issues. The outside beer garden will be open from 9:00 PM to midnight and after that all alcohol must be purchased indoors. The outside will become a gathering place after hours where CSB/SJU will provide pizza and pop to those attending. CSB will be providing and paying for additional staffing. BUDGET/FISCAL IMPACT: Overtime, some of which will be reimbursed by the Parish and College. REQUESTED COUNCIL ACTION: Two separate actions should be taken, the first authorizing the Mayor and Administrator to execute the Temporary outside Liquor License for Sal’s Bar for an event to be held on May 10, 2013 between the hours of 9:00 PM and Midnight. The second action is authorizing the Mayor and Administrator to execute the Temporary outside Liquor License for St. Joseph’s Parish for an event to be held on July 3, 2013 between 6:00 PM and Midnight and to approve the temporary road closures for July 3 and July 4, 2013.
