Re: 4th of July update
I met with a committee on Saturday to go over their request to close off South
College Ave for the 4`h. After some discussion it was decided that they did not need
to close off S. College Ave for the purpose of serving folks food and alcohol.
Because of the concert on the church parking lot we have allowed the church to
block off College Ave on the 3`d and allowed folks to drink on that part of the street.
Since there is no need to have folks in the street with alcohol on the 4t',the church
does not need to fence it off for that reason. The church will run their fence
alongside the west curb of S. College Ave. The fence will run from MN St. to the
hedge on the Monastery property. We will still have barricades across the street
from the alley coming out of the church parking lot onto College Ave to MN St.
This will assist with folks that will be using the portable bathrooms. The street will
not be closed until 10:00am to facilitate getting parade units to the starting line.

A map of the proposed road closed area and detour route shall accompany the application.
Permission is hereby granted to close the roadway on the above referenced highway,
subject to the following provisions:
1. That a specific time and date is set for the road closure and such use shall not
exceed ( 1 1)hours.
2. That a definite detour route is established.
3. That adequate police coverage of the closure and direction of the detour traffic is
available. Coordination with local police and the Stearns County Sheriff is
required.
4. That the detour route is marked with standard traffic control signs so as to leave
no doubt as to the intended route. Failure to provide adequate signing may result
in the Stearns County Sheriff ordering the highway reopened to traffic.
5. That no stands,buildings,tents or other encroachments be permitted within the
highway right of way.
6. That the event coordinator be responsible for all costs involved, including
providing police coverage for traffic control.
7. That the event coordinator shall be responsible for all necessary street cleaning to
Steams County's satisfaction.
