BACKGROUND INFORMATION:
Recent research conducted by the Local Road Research Board (LRRB) suggests that adding preventive
maintenance activities at an earlier pavement life can extend the serviceable life of a pedestrian trail. Fog
sealing is the light application of a diluted, liquid asphalt emulsion (part water" -part asphalt) without the
inclusion of aggregate to seal the surface against water penetration and UV radiation.
The practice of fog sealing has its roots as a treatment for streets, but it is also being increasingly used for
trail pavements. The Council may recall that a similar, specialized product called a "rejuventator" was
used on the Klinefelter Park trail a couple of years back.
The visual service life (the jet - -black look) of fog seals is relatively short (2 -3 years) and depends on the
exposure to sunlight. However, the research suggests that despite the fading of the j et- -black look, the
longer term benefit of fog sealing immediately after construction is that the sealant helps fill the very fine
pores in the bituminous mixture, reduces the volume of material needed at the subsequent application, and
when combined with fixture applications and routine maintenance, has slowed the aging and deterioration
of the trail surface.
Depending on the weather /temperatures at the time of application, the cure time for a fog seal can vary
from several hours to up to a day. Thus, the trail will need to be closed for a relatively brief period of time
during the application and to allow the fog seal to cure. Thus, it would be advisable to perform this work
while there continues to be an active construction project in the vicinity of the trail and pedestrian traffic
more easily managed.
Staff solicited two quotes for the work: one from the CSAH 2 general contractor (Knife River) and one
from Astech. Knife River quoted $0.39/Square Yard and Astech quoted $0.36/Square Yard. Based on the
estimated volume of material to cover the new trail area of 8,250 SY, the cost is estimated to be $3,300.
BUDGET/FISCAL IMPACT: $3,300 (estimated)

REQUESTED COUNCIL ACTION: Since the two quotes are nearly the same for construction cost,
staff recommends accepting Knife River's quote at $.391SY since the work can be covered by the CSAH
2 project warranty and the work administered more efficiently through the County's present contract
process.
