BACKGROUND INFORMATION: You may recall we submitted to the APO for the 2017 TIP solicitation for federal enhancement project funding for "phase 2" of the CSAH 2 /MN Street Trail. Scott Mareck called and indicated that there's potential availability of the 2015 money (est. $130,000), and Scott was only checking in to see if St. Joseph would have an interest in it should it become available. The cost share on this particular funding would be City 85% and Federal 15 %. Scott didn't mention anything about Mn /DOT's recommendation as much as he said it would be the APO's policy to look to other unfunded projects on the TIP to utilize excess proceeds. Scott also didn't elaborate on what, if any, type of project ranking /selection process might apply, say at the TAC or executive board level. States are required to retain the highest of either 10 percent of their SAFETEA -LU Surface Transportation Program funds or the FFY 2005 enhancement level for transportation enhancements. The Central Minnesota ATP annually makes transportation enhancements eligible for federal SAFETEA -LU funding. The ATP relies upon the input from its four regional planning partners in setting transportation priorities for non -MnDOT projects seeking federal funds targeted to the ATP area. Regions are responsible for reviewing all qualifying transportation enhancement applications. Further, regions reserve the right to limit the number of and amount awarded to each transportation application recommended to the ATP for inclusion in the Statewide Transportation Improvement Program. Regions base their determination on their review of each application and consideration of other transportation priorities, including highway, bridge, and public transit projects. Page 4 October 2011 Section 4 — Project Information I . Describe why this project is important to your community and how it will improve existing conditions. The City of St. Joseph's master Park and Trail System Plan identifies a need for trail improvements and safer access on the west side of St. Joseph to regionally significant recreation destinations that include both the Wobegon Trail and Millstream Park at CSAH 3, and Kraemer Lake - Wildwood County Park along CR 51. With the forthcoming realignment of CSAH 2 between 1 -94 and CR 75 in 2012, a new minor arterial will be constructed to accommodate higher speed commuter and truck traffic along CSAH 2. To help mitigate the access and safety impacts associated with the new highway, the City intends to build in 2012 a first phase of trail improvements parallel to CSAH 2 and CSAH 3 between the Wobegon Trail and Minnesota Street West. Without a grade- separated facility, pedestrians and bicyclists destined for Kraemer Lake Park or the Wobegon Trail via CSAH 2 would have to use the paved shoulders adjacent fast moving traffic. The anticipated benefits include safer and improved pedestrian /bicyclist access to several regional recreation destinations on the west side of St. Joseph. The proposed trail also expands the recreational opportunities associated with an alternative mode of transportation and potentially helps reduce the number of vehicular trips that may otherwise occur. 2. Describe the main users by type or classification and the approximate number of users to be served by the proposed project. The main users of the proposed improvements will be bicyclists, pedestrians, roller - bladers, and runners in the communities of St. Joseph and St. Joseph Township as well as visitors utilizing the connected regional facilities (ie Wobegon Trail). The proposed improvements are adjacent to the College of Saint Benedict/Monastery as well as several residential subdivisions on the west side of St. Joseph, The City of St. Joseph's Comprehensive Plan guides the future land use for much of the land adjacent the trail to a combination of light industrial and commercial use. Thus, the proposed facility will also have appeal to employers /employees desiring nearby fitness opportunities. The proposed improvements may also be utilized by the St. John's University users desiring a circuitous link between the College of Saint Benedict campus and the Wobegon Trail. 3. Describe any current and/or previous uses of the project area. There are areas where the proposed facility may share the existing vehicular transportation use by the state, county, and local governments owning the adjacent public street rights of way. However, there are areas where the existing property use is agricultural, urban residential, and educational /institutional. Page 5 October 2011 4. Explain current and future ownership of the property. Where the proposed facility can be accommodated by the existing rights of way, the ownership of the property is public. It is estimated that approximately 0.7 mi on the western- most segment of the proposed improvements will utilize publicly -owned property or easement. Depending on the ultimate alignment chosen, property on the eastern -most segment of the project is privately owned urban residential or privately owned educational /ecclesiastical property. 5. Explain how your agency will provide the necessary local match to leverage the federal transportation enhancement funds requested and cover any additional (or ineligible) costs required for the completion of your project. The City of St. Joseph has passed a resolution providing for the minimum 20% local match. The City anticipates also pledging revenues from a local sales tax levy for the trail improvements. 6. Explain the 20 -year maintenance plan and any maintenance agreements that will be required with other agencies for your proposed project. Presently, there are no anticipated maintenance agreements for the proposed trail facility between the City of St. Joseph and other adjacent agencies (ie Stearns County, St. Joseph Township). The City of St. Joseph presently funds maintenance of their local trail system through the City public works budget. Pavement maintenance activities on other local trails have included scheduled crack filling /sealing and application of bituminous pavement sealer/rejuvenators at appropriate intervals. The City is pursuing locally- funded construction .of the first phase of trail improvements (magenta- colored line on project location exhibit) in conjunction with the CSAH 2 realignment in 2012. The first (2012) phase will connect at the Wobegon Trail at CSAH 3 at the project's north end and temporarily connect to Minnesota Street approximately 1,450 feet east of CSAH 2 at the south end. The 2016/2017 phase would see a trail segment constructed along CSAH 2 between CR 51 and Minnesota Street. It would also construct a trail segment on Minnesota Street between a point 1,450 feet east of CSAH 2 and 4th Avenue NW. 2. When will the project manager be selected? (month and year) It is anticipated that City staff will serve as the project manager. 3. Describe how your project completes a larger project, concept, or plan. 0 -25 POINTS The proposed facility is identified as a future trail system link in the City of St. Joseph's master Park and Trail System Plan prepared in November 2008. The proposed trail provides an access fink to regional recreation facilities and destinations including Millstream Park, the Wobegon Trail, and Kramer Lake Park. It also improves a circuit link involving the Wobegon Trail and CR 51 between the College of Saint Benedict and St, John's University campuses. 3. Explain the degree to which a project addresses issues /needs in one, two, or three of the three groupings (Section 2 -- Eligibility) established for Minnesota's process. 0 -15 POINTS Historic Grouping 61,- S I S Scenic Environmental Grouping G /!;- s /5_ Pedestrian and Bicycle Facilities Grouping The proposed trail facility improves the route safety used by pedestrians and bicyclists that will access both the Wogebon Trail and Millstream Park at CSAH 3 and the Stearns County park along CR 51. CSAH 2 is designed as a minor arterial with a design speed of 55 MPH and a projected 2031 ADT of 9,900. Given the anticipated volumes and speed of traffic, the City of St. Joseph believes a grade- separated trail facility provides a safer means of transportation than the highway shoulders afford. 4. Describe adjacent land use and the relationship to the proposed project. Ibl10 0 -10 POINTS The adjacent land use along Minnesota Street within the boundaries of St. Joseph is urban residential and institutional (College of Saint Benedict). Outside the municipal city limits, the land use is primarily agricultural with some nearby low density residential use. Where possible, the intent would be to utilize as much of the existing public road right of way as can accommodate the proposed trail facility and the drainage ditch /snow storage needs. 5. Explain the project's relationship to transportation system (e.g. function, proximity, impact) 0 -25 POINTS Page 10 October 2011 The City of St. Joseph's sidewalk system on Minnesota Street presently terminates near the 4t" Avenue NW intersection. West bound pedestrians and bicyclists must use the CSAH 2/Minnesota Street shoulders if they are bound for the Kramer Lake County Park. Upon completion of the CSAH 2 bypass improvements (and in the absence of the proposed 2012 and 2016117 trail improvements), west or north bound users would also have to use the highway shoulders to access the Wobegon Trail or Millstream Park on the north end of the City. The proposed pedestrian trail would function as a safer alternative to an on -road bikeway on CSAH 2 and help mitigate the impact of the CSAH 2 realignment and associated truck and commuter traffic patterns, particularly for users destined for Millstream Park or the Wobegon Trail. Be it resolved that City of St. Joseph, Minnesota act as sponsoring agency for a "Transportation Enhancements" project identified as CSAH 2/Minnesota Street Pedestrian Trail Improvements and acknowledges herewith that it is willing to be the project sponsor, knowing full well that such sponsorship includes a willingness to secure and guarantee the local share of costs associated with this project and responsibility for seeing this project through to its completion, with compliance of all applicable laws, rules and regulations. Be it further resolved that Judy Weyrens, City Administrator is hereby authorized to act as agent on behalf of this applicant. Agreement to Maintain Facility Whereas, the Federal Highway Administration (FHWA) requires that states agree to operate and maintain facilities constructed with federal transportation funds for the useful life of the improvement and not change the use of right of way acquired without prior approval from the FHWA; and Whereas, Transportation enhancement projects receive federal funding from the Surface Transportation Program (STP) of the Transportation Equity Act: A Legacy for Users (SAFETEA -LU); and Whereas, the City of St. Joseph, Minnesota is the project sponsor for the transportation enhancement project identified as CSAH 2/Minnesota Street Pedestrian Trail Improvements; and BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ST. JOSEPH, MINNESOTA, THAT: The City of St. Joseph, MN, hereby agrees to assume full responsibility for assuring the operation and maintenance of property and facilities related to the aforementioned transportation enhancement project will be faithfully executed by the appropriate responsible parties.
