PREVIOUS COUNCIL ACTION: As part of the budget process,the City reviewed the Street Maintenance
Schedule and prioritized streets that needed improvement due to wear. Budget restrictions have
limited the projects/improvements that could be completed; however,the City tries to maximize the life
of the infrastructure while monitoring the financial capability. The roads included in the proposed 2013
Improvement area are in dire need of repair and on April 4, 2013 authorized a public hearing on the
improvement.
BACKGROUND INFORMATION: The public hearing process is regulated through the 429 process which
includes a series of resolutions that must be adopted by the Council. The City Council has already
completed the first resolution by accepting the feasibility report calling for a public hearing.
Part of the public hearing is to provide a reasonable estimate as to the cost of the project and impact to
residents. Included in the information for the packet is a preliminary assessment roll. The purpose of
this hearing is not to focus on the assessment. At this time the project is not designed and the numbers
are merely an estimate. Residents will have an opportunity at a later time to discuss the assessments
when final numbers are available.
The Council has had considerable discussion on the portion that should be assessed. The Council at the
April 4 meeting discussed financing the project through a GO Special Assessment Bond, assessing 60%of
the street cost. Costs that are not paid through assessments will be paid through a general tax levy over
a 15 year period.

NOTICE OF HEARING ON IMPROVEMENT
TO WHOM IT MAY CONCERN:
Notice is hereby given that the City Council of St.Joseph will meet in the St.Joseph
Community Fire Hall, 323 4th Ave NE at 6:30 PM on Thursday,April 25, 2013 to consider the
making of an improvement on the following streets: Baker Street, from 2nd Avenue SE to 7th
Avenue SE; 7th Avenue SE from Baker Street to Minnesota Street E; Ridgewood Court, from
Ridgewood Road(CR 134)to the cul-de-sac,approximately 1,100 feet west of Ridgewood
Road(CR 134); Cedar Street E, from 1st Avenue NE to Northland Drive; 1st Avenue NE, from
Cedar Street to Date Street E; Date Street E, from College Avenue N(CSAH 2)to 1st Avenue
NE; Date Street W, from 1st Avenue NW to College Avenue N(CSAH 2); and 1st Avenue
NW, from CSAH 75 to Date Street W by bituminous overlay,pursuant to Minn. Stat. §§
429.011 to 429.111.
The area proposed to be assessed for such improvement includes benefiting property in the area
described above. The estimated cost of the improvement is $450,000. Additional information
on the proposed street improvement project can be viewed on the City's Home Page,
www.cityofstjoseph.com. Such persons as desire to be heard with reference to the proposed
improvement will be heard at this meeting.

Ordering Improvement and Preparation of Plans
2013 Street Improvement Project
WHEREAS, a resolution of the city council adopted on the 4th day of April, 2013, fixed a date for a
council hearing on the proposed improvement of the following area: Baker Street, from 2nd Avenue SE to
7th Avenue SE; 7th Avenue SE from Baker Street to Minnesota Street E; Ridgewood Court, from
Ridgewood Road (CR 134) to the cul-de-sac, approximately 1,100 feet west of Ridgewood Road (CR
134); Cedar Street E, from 1st Avenue NE to Northland Drive; 1st Avenue NE, from Cedar Street to Date
Street E; Date Street E, from College Avenue N (CSAH 2) to 1st Avenue NE; Date Street W, from 1st
Avenue NW to College Avenue N (CSAH 2); and 1st Avenue NW, from CSAH 75 to Date Street W by
bituminous overlay
AND WHEREAS,ten days' mailed notice and two weeks' published notice of the hearing was given, and
the hearing was held thereon on the 25th day of April,2013,at which all persons desiring to be heard were
given an opportunity to be heard thereon,
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH,MINNESOTA:
1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report.
2. Such improvement is hereby ordered as proposed in the council resolution adopted the 25th day of
April, 2013.
3. SEH is here by designated as the engineer for this improvement. The engineer shall prepare plans
and specifications for the making of such improvement.
4. The city council declares its official intent to reimburse itself for the costs of the improvement
from the proceeds of the tax exempt bond.
Adopted by the council on this 25th day of April, 2013.
