HomeMy WebLinkAbout[08a] St. Cloud Area Human Rights Office 08(a) Council Agenda Item MEETING DATE: May 16, 2013 AGENDA ITEM: Human Rights Office SUBMITTED BY: Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: In 2010 the City of St. Joseph entered into a Joint Powers Agreement with the City of St. Cloud to support and fund a satellite State Human Rights Office in St. Cloud. In 2012 the City Council opted to withdraw financial support of the human rights office and end the JPA for those services. BACKGROUND INFORMATION: The City of St. Cloud has offered to financially support the regional human rights office for 30 months creating a JPA with all six area Cities. The area Cities would execute a JPA similar to that which St. Joseph and St. Cloud executed. The Cities would appoint representatives to both the Joint Human Rights Board and Joint Human Rights Commission. The topic was also discussed at the April Intergovernmental Meeting at which time the Commission of Human Rights was present to provide additional data. It was clarified at the meeting that by accepting the offer of the City of St. Cloud, participating Cites are not obligated to financially support the office at the end of 30 months. In fact, it is hoped that the State will see the value of the office and support the satellite office as an extension of their services. BUDGET/FISCAL IMPACT: Per Diem for Council representation on Human Rights Board ATTACHMENTS: None REQUESTED COUNCIL ACTION: Authorize the Mayor and Administrator to execute a Joint Powers Agreement, becoming a member of the St. Cloud Regional Human Rights Office.
