HomeMy WebLinkAbout[04c] School Resource Officer 4(c) Council Agenda Item MEETING DATE: June 4, 2013 AGENDA ITEM: District 742 School Resource Officer SUBMITTED BY: Administration/Police Chief BOARD/COMMISSION/COMMITTEE RECOMMENDATION: None PREVIOUS COUNCIL ACTION: For the past three years the City has participated in the School Resource program. BACKGROUND INFORMATION: Since 2010 the City has entered into a JPA with District 742 to have available a school resource officer. District 742 receives funding to help offset the cost of the resource officer. The JPA does not require a commitment of hours, rather it is to provide a presence in the school and provide assistance as needed. In talking to the Chief, the department currently spends approximately 15 hours per month in the school and the time is manageable. However, the calls to school seem to be increasing and at some point they will require more staffing. Sincerely, (,,mss Chris Hatch Executive Assistant JOINT POWERS AGREEMENT Providing for Cooperative Funding of the Police Liaison Officer Program This Agreement, entered into by and between Independent School District#742,hereinafter referred to as District 742, and the City of St. Joseph,hereinafter referred to as the City,both parties being governmental and political subdivisions of the State of Minnesota; witnesseth, WHEREAS,both the City and District 742 have responsibilities to promote the Police Liaision Officer Program at Kennedy school building; and, WHEREAS,both the City and District 742 have powers to implement the Police Liaison Officer Program in the local school system; and, WHEREAS,the Minnesota Legislature in its 1991 session authorized District 742 to levy in 1991 and subsequent years payable in 1992 and subsequent years, for the purpose of assisting in the funding of additional Police Liaison Officers; and, NOW, THEREFORE, THE CITY AND DISTRICT 742,pursuant to the authority contained in Minnesota Statues Section 471.59, commonly known as the Joint Powers Act, in order to accomplish the foregoing purpose agree as follows: 1. DISTRICT 742 TO PROVIDE FUNDING District 742 shall provide supplemental funding to the City for the purpose of expanding the Police Liaison Officer positions in the amount of$10,000.00 for the 2013-2014 school year. 2. CITY TO PROVIDE A SCHOOL RESOURCE OFFICER The City shall provide a licensed peace officer employed by the City to serve as a Police Liaison Officer. The Police Liaison Officer shall be assigned by the Chief of Police to the Police Liaison Officer Program. The Police Liaison Officer's primary responsibility as a peace officer employed by the City shall be the Police Liaison Officer Program. 3. TERMINATION OF AGREEMENT Either party to Agreement may terminate the Agreement on the anniversary date of June 30th with a six (6)month notice to the other party.
